RECOMMENDATIONS:

It is recommended that the Board of Supervisors:

 

a.   Approve Amendment No. 9 to Professional Services Agreement No. A-10864 with Wood Rodgers, Inc. to include additional coordination and revisions as required by the California Department of Transportation (Caltrans) to complete the final design for the State Highway 1 Climbing Lane between Carmel Valley Road and Rio Road, County Project No. 869065, to increase the not to exceed amount of $638,885 by $257,410 for a total amount not to exceed $896,295 and extend the expiration date from December 31, 2016 for an additional year through December 31, 2017, for a revised term from April 15, 2007 to December 31, 2017; and

 

b.   Authorize the Contracts/Purchasing Officer or Contracts/Purchasing Supervisor to execute Amendment No. 9 to Professional Services Agreement No. A-10864 and future amendments to the Agreement where the amendments do not significantly alter the scope of work or change the approved amount of the Agreement.

 

SUMMARY:

Approval of Amendment No. 9 to Professional Service Agreement (PSA) No. A-10864 with Wood Rodgers, Inc. (WRI) will allow the Resource Management Agency-Public Works (RMA-PW) to complete the Environmental Revalidation required to complete the environmental phase of the State Highway 1 Climbing Lane between Carmel Valley Road and Rio Road, County Project No. 869065 (project); and ultimately complete the design of the project.

 

DISCUSSION:

The purpose of the project is to improve traffic flow on State Highway 1 between Rio Road and Carmel Valley Road by constructing a northbound climbing lane on State Highway 1. The project consists of widening on the east side of State Highway 1 to provide for a second northbound through-lane (climbing lane), ADA (Americans with Disabilities Act) ramp improvements at the intersection at the Rio Road intersection, and upgrading the wooden signal poles at the intersection Carmel Valley Road.

 

RMA has identified a need for WRI to revise the Environmental Revalidation Form, revise the Addendum to the 2012 Final Initial Study/Mitigated Negative Declaration (IS/MND), revise the addendum to numerous environmental technical studies and prepare additional environmental technical studies to meet Caltrans requirements to complete the final design for the project.

 

The Project Approval & Environmental Document (PA&ED) phase of the project was completed on May 12, 2012.  The Geometric Layout was revised to meet Caltrans requirements and comply with the latest State design standards.  Caltrans approved the revised layout in June 2015.  This change in the Geometric Layout required an environmental revalidation of the environmental document that was approved on May 12, 2012.  The Department’s consultant, WRI, prepared the documents required for the environmental revalidation (i.e. addenda to the Initial Study/Mitigated Negative Declaration and environmental technical studies).   These documents have been submitted to Caltrans.  WRI has had numerous meetings with Caltrans and the County to address comments received from Caltrans.

 

The design plans, which are 95% complete, also require significant updates.  As requested by Caltrans, the project needs to include upgrading the existing wooden signal poles at the State Highway 1/Carmel Valley Road intersection to steel; and the project plans and specifications need to be revised to comply with latest issued 2015 version of Caltrans’ Standard Plans and Specifications.

 

Amendment No. 9 to PSA No. A-10864 provides for additional time and funding to allow WRI to provide additional coordination and revisions as required by Caltrans to complete the final design of the project.  Amendment No. 9 will increase the total not to exceed amount of $638,885 by $257,410 for a new total amount not to exceed $896,295 and extend the expiration date from December 31, 2016 for an additional year through December 31, 2017, for a revised term from April 15, 2007 to December 31, 2017.

 

Attachment A provides a summary of the PSA to date.

 

The project satisfies the Board of Supervisors’ Strategic Initiative for Infrastructure, “Meeting our Facilities, Water, Technology and Transportation Needs.”  The project will plan and develop a sustainable, physical infrastructure that improves the quality of life for County residents and support economic development results.

 

OTHER AGENCY INVOLVEMENT:

The Office of the County Counsel, Risk Management Office and Auditor-Controller Office have reviewed and approved Amendment No. 9 as to form and legality, and indemnity and insurance and fiscal provisions, respectively.

 

FINANCING:

There is no impact to the General Fund.  The total estimated Project cost, including engineering, environmental, right-of-way and construction, is $5,258,742.  Funding from a variety of State and local revenue in the amount of $5,258,742 has been authorized for design, environmental, right-of-way and construction of the Project.  The total cost of Amendment No. 9 to the PSA is $257,410 for a total amount not to exceed $896,295.  Currently, there is an estimated overall funding shortfall for the project of $642,960; however, Transportation Agency of Monterey County (TAMC) Regional Transportation Program (RSTP) fees and local traffic impact fees are anticipated to cover this shortfall.  No impact to County Gas Tax receipts is expected.  Sufficient appropriations are available in the RMA - Public Works Budget (Fund 002, Unit 8195) to finance Amendment No. 9.
