Title
a. Approve and authorize the Director of the Department of Social Services to sign an agreement with Goodwill Central Coast for $1,849,136 to provide Expanded Subsidized Employment training (ESE), supervision, intensive case management and job performance evaluations for CalWORKs Welfare-to-Work customers, for the period July 1, 2016 through June 30, 2017; and
b. Authorize the Director of the Department of Social Services to sign up to three (3) amendments to this agreement where the total amendments do not exceed 10% ($184,914) of the original contract amount, and do not significantly change the scope of work.

RECOMMENDATION:
It is recommended that the Board of Supervisors:
a. Approve and authorize the Director of the Department of Social Services to sign an agreement with Goodwill Central Coast for $1,849,136 to provide Expanded Subsidized Employment training (ESE), supervision, intensive case management and job performance evaluations for CalWORKs Welfare-to-Work customers, for the period July 1, 2016 through June 30, 2017; and

SUMMARY/DISCUSSION:
The Expanded Subsidized Employment Program is one of the CalWORKs early engagement strategies that was implemented as a result of the passage of Assembly Bill 74 Chapter 21, Statutes of 2013; Welfare and Institutions Code (WIC) Sections 11322.63 and 11322.64.
This agreement for Expanded Subsidized Employment (ESE) will serve the hardest to employ customers. The project will place 240 CalWORKs Welfare-to-Work customers into immediate subsidized employment positions.
