RECOMMENDATIONS:

It is recommended that the Board of Supervisors:

a.                     Approve Professional Services Agreement with Vali Cooper & Associates, Inc. to provide construction management services for the Peach Tree Road Bridge Replacement at Pancho Rico Creek, County Bridge No. 412, County Project No. 220165, Federal Aid Project No. STPLZ-5944 (041) under Request for Proposals (RFP) #2201, in a total amount not to exceed $240,094, beginning July 1, 2016 for a period of three (3) years to June 30, 2019, with the option to extend the Agreement for two (2) additional one (1) year period(s); and

b.                     Authorize the Contracts/Purchasing Officer or Contracts/Purchasing Supervisor to execute the Professional Services Agreement and future amendments to the Agreement where the amendments do not significantly alter the scope of work or change the approved Agreement amount.

 

SUMMARY:

The County of Monterey, Resource Management Agency (RMA) (hereinafter, “County”) has identified a need for construction management services for the Peach Tree Road Bridge Replacement Project at Pancho Rico Creek, County Bridge No. 412, County Project No. 220165, Federal Aid Project No. STPLZ-5944 (041) (hereinafter, “Project”).  The County solicited proposals from qualified contractors through Request for Proposals (RFP) #2201 for construction management services for the Project, in accordance with the specifications set forth in the RFP.  Vali Cooper & Associates, Inc. was selected and hired for their expertise and capabilities necessary to provide these services through a competitive selection process in accordance with County policies and State laws under RFP #2201.

 

 

 

 

DISCUSSION:

The Professional Services Agreement (PSA) with Vali Cooper & Associates, Inc. will allow for construction management services for the Project in a total amount not to exceed $240,094 for a term beginning July 1, 2016 for a period of three (3) years to June 30, 2019, with the option to extend the PSA for two (2) additional one (1) year period(s).   

 

OTHER AGENCY INVOLVEMENT:

The Office of the County Counsel and Auditor-Controller Office have reviewed and approved the PSA as to form and legality, and fiscal provisions, respectively.

 

FINANCING:

There is no impact to the General Fund.  The total estimated Project cost, including project management, engineering, utility relocation and construction is $2,954,973, which will be funded by Federal highway Administration (FHWA) funds and State Seismic funds.  Additional funding from a variety of Federal, State and local revenue has been authorized for design, environmental, right-of-way and construction of the Project.  Due to the unanticipated increased costs related to the right-of-way acquisitions, the Project is currently unfunded in the amount of $36,291 which may impact the Road Fund (Fund 002, Unit 8195).  However, these costs are eligible for reimbursement under the Highway Bridge Program (HBP).  County Staff has requested reimbursement from Caltrans for the additional costs.  Sufficient appropriations are available in the RMA - Public Works Budget (Fund 002, Unit 8195) to finance the PSA.
