RECOMMENDATION:

 

It is recommended the Board of Supervisors:

 

Authorize the Deputy Purchasing Agent for Natividad Medical Center (NMC) or his designee to execute Amendment No. 6 to the Agreement (A-11123) with MModal Services LTD for medical dictation and transcription services at NMC, to extend the term of the Agreement for an additional twelve (12) month period for a revised full term of March 24, 2008 through June 30, 2017 with no increase to the previously approved Agreement amount of $4,000,000.

 

SUMMARY/DISCUSSION:

 

MModal Services LTD provides remote transcription of medical record reports from the Medical Records and Radiology departments at NMC. The medical record reports contain patient specific data and information to facilitate patient care and treatment.  The transcribed documentation must reflect the care rendered to the patient and the patient's response. The health record is considered a legal document and a business record as it records events at or about the time they happen. There are federal and state accrediting agency requirements for when patient information needs to be made available to caregivers. Additionally, insurance companies may require copies of the reports for validation of the patient's stay.

 

On May 17, 2016 the Board of Supervisors approved an amendment to the Nuance Communications Agreement for Dragon transcription software in which transcription services were added to the scope of that agreement. This Amendment No. 6 to the MModal agreement is being requested to extend the term an additional twelve month period so as to allow for a transition period between vendors for transcription services. NMC anticipates that the transition period is expected to last anywhere between six to twelve months after the Nuance eScription transcription services have begun, therefore, NMC would like to extend MModal for one year to ensure that there is no impact on patient care during the transition period.

 

At the time this Board Report was prepared there was $708,246 remaining unspent of the previously approved total amount of $4,000,000, therefore NMC is not requesting an increase to the total Agreement amount.

 

OTHER AGENCY INVOLVEMENT:

 

County Counsel has reviewed and approved this Amendment No. 6 as to legal form and risk provisions, and the Auditor-Controller has reviewed and approved as to payment provisions. This Amendment No. 6 was reviewed and approved by the NMC Finance Committee on May 26, 2016 and by its Board of Trustees on June 3, 2016.

 

FINANCING:

 

There is no cost for this Amendment No. 6. $500,000 is included in the Fiscal Year 2016-17 Adopted Budget for this Agreement. There is no impact to the General Fund.
