Report

RECOMMENDATION:

It is recommended that the Board of Supervisors:

a.  Approve and authorize the Director of the Department of Social Services to sign an agreement with Door to Hope for $318,041 for the period July 1, 2016 through June 30, 2017 for the provision of perinatal substance abuse prevention and intervention services to Monterey County children and their families; and

b. Approve and authorize the Director of the Department of Social Services to enter into an agreement with First 5 Monterey County for continued funding in the amount of $44,247  as the County’s match; and

c. Approve and authorize the Director of the Department of Social Services to sign up to (3) amendments to these agreements where the total amendments do not exceed 10% of the original contract amounts, and do not significantly change the scopes of work.

 

SUMMARY/DISCUSSION:

Door to Hope’s MCSTART Program is a local collaborative providing prevention, assessment, early intervention and treatment services to Monterey County children who have been alcohol or drug-exposed, or are at risk for perinatal alcohol or drug exposure, and their families.  Funding provided to Door to Hope will allow the program to provide capacity building that adjusts to the Child Welfare population, advanced training on prenatal alcohol and drug exposure, parent/caregiver education, and public health nursing services.

 

Through this agreement Door to Hope will use evidenced based assessment tools to provide home visits to newborns at risk for alcohol and drug exposure to assess their health and well-being, provide linkage to needed services, and provide basic needs and information to their caregivers. As well as provide for supervision and oversight of the Mentor Moms/Dads.

 

The Department of Social Services has been receiving match support for this program from First 5 of Monterey County on a continuing basis.  For Fiscal Year 2016-17, First 5 of Monterey County will provide an agreement for the County’s share of $44,247, allowing the Department to provide the MCSTART Program services without a net cost to the County.  Approval of the recommended action allows the Director of Social Services to sign the agreement for the renewed funding from First 5 of Monterey County.

 

OTHER AGENCY INVOLVEMENT:

The Auditor-Controller and Purchasing have reviewed and approved this agreement. County Counsel has approved the agreement as to form.   The First 5 Monterey County agreement will be submitted for County Counsel’s approval before the Department signs and forwards to the local agency.

 

FINANCING:

Funding for this agreement is provided by federal, realignment, and First 5 of Monterey County revenues.  First 5 of Monterey County provides the required local match through a direct grant to the County.  Sufficient appropriations and estimated revenues in SOC005 are included in the FY 2016-17 Adopted Budget.  There is no impact to the County General Fund contributions.
