SUMMARY/DISCUSSION:

This agreement provides leadership, administration, quality assurance and coordination for two (2) programs, Differential Response (aka Pathways to Safety), and the CalWORKs Family Stabilization Program.

Differential Response is a strategic way of responding to the reports of abuse and neglect received by Monterey County Family and Children’s Services (FCS).  This approach to evaluating and improving family and child well-being, improves a community’s ability to keep children safe.  This is accomplished by responding earlier and more meaningfully to reports of abuse and neglect, before family difficulties escalate to the point of harm (What Works Policy Brief; Foundation Consortium for California’s Children and Youth).  Monterey County FCS, in coordination with our community partners, will be working with the ACTION Council to fully develop and support a network of prevention, early intervention and family case management.

The CalWORKs Family Stabilization Program, using the Pathways to Safety model, provides intensive case management and services to Welfare-to-Work clients. Participants in the program include clients who are experiencing a situation or crisis such as homelessness, or imminent risk of homelessness, a domestic violence situation, or untreated behavioral needs, including mental health or substance abuse. The program goal is to support remediation of the situation/crisis, and assist client transition to the Welfare-to-Work 24-month time clock activities best aligned with their continued success towards employment and self-sufficiency.
