Report

RECOMMENDATION:

It is recommended that the Board of Supervisors:

a. Approve and authorize the Director of the Department of Social Services to sign an agreement with Action Council of Monterey County for $1,016,416 for the period July 1, 2016 - June 30, 2018 to provide Wraparound Administrative Services to foster care assisted families; and 

b. Authorize the Director of the Department of Social Services to sign up to three (3) amendments to this agreement, where the total amendments do not exceed 10% ($101,641) of the original contract amount, and do not significantly change the scope of work.

 

SUMMARY/DISCUSSION:

Wraparound Monterey County (WMC) is a family driven intervention strategy that provides intensive, family focused case management, high quality and flexible individual and family services, and a cost effective fiscal model for improving child well being. Monterey County has been operating a Wraparound program since 2002.  This family driven program collaborates between many partners. Primary referrals come through the Department of Social Services and the Probation Department. Monterey County Children’s Behavioral Health is also a key partner in the provision of Wraparound Monterey County.

 

With the implementation of Continuum of Care (CCR), the need for individualized Wraparound services and supports will increase.  Currently, the WMC model includes a Wraparound Care Coordinator Function, a Wraparound Administrative Service Function, and a Wraparound Provider Network.  The Action Council provides the Wraparound Administrative Services Function which includes maintenance of the provider network that supports child and family needs.

 

Action Council has provided the Administrative Services Function for Wraparound Monterey County for the last six years.   In 2015, Action Council served 59 Families through WMC.  These families were served in a fee for service capacity by local service providers.  The top 3 services utilized from the Network were mentoring/peer mentoring, transportation and tutoring.  Action Council has created a provider network with 103 providers with access to 74 different services that are individualized to meet the specific need of a family.

 

OTHER AGENCY INVOLVEMENT:

The Auditor-Controller and Contracts/Purchasing have reviewed and approved this agreement.  County Counsel has approved the agreement as to form.

 

FINANCING:

This agreement is funded with the Wrap Flex revenues.  Sufficient appropriations and estimated revenues in SOC005 are included in the FY 2016-17 Adopted Budget, and will be incorporated into the FY 2017-18 Recommended Budget.  There is no impact to the County General Fund contributions.
