Title

Adopt a Resolution authorizing the Office of Emergency Services to submit an application in the amount of $213,252 and designating County staff positions to authorize and execute documents and applications for the purpose of obtaining financial assistance with the California Office of Emergency Services Fiscal Year 2016 Emergency Management Performance Grant Program.

Report

RECOMMENDATION:

It is recommended that the Board of Supervisors adopt a Resolution authorizing the Office of Emergency Services to submit an application in the amount of $213,252 and designating County staff positions to authorize and execute documents and applications for the purpose of obtaining financial assistance with the California Office of Emergency Services Fiscal Year 2016 Emergency Management Performance Grant Program.

SUMMARY:

The requested action designates the Auditor-Controller, Emergency Services Manager and Emergency Services Planner as the Monterey County representatives. These designees are required for participation within the California Office of Emergency Services Fiscal Year 2016 Emergency Management Performance Grant (EMPG) Program, to have the authority to execute and process all such EMPG documents on behalf of the County for the period July 1, 2016 through June 30, 2017.

DISCUSSION:

The Monterey County Office of Emergency Services has an opportunity to submit an application to the Federal Emergency Management Agency through the California Office of Emergency Services for the County of Monterey to participate in the 2016 federally funded program aimed at providing assistance to local government emergency management programs such as supporting  activities for administrative tasks necessary to   maintain the operational area and emergency management responsibilities of a routine nature and specific  activities.  The requested resolution will designate the County Auditor-Controller, Emergency Services Manager and Emergency Services Planner as the local government staff representatives having the authority to execute documents and coordinate with the California Office of Emergency Services on behalf of Monterey County, in regard to the EMPG program for the period July 1, 2016 through June 30, 2017.  The designees will execute assurances, applications, documents, and claims for the purposes of obtaining financial assistance.  The federal administrative requirement to designate a staff position by title rather than an individual name will eliminate the need to submit a new Resolution to the Board each time there is a change in personnel.

OTHER AGENCY INVOLVEMENT:

The Office of Emergency Services coordinates application and reporting efforts for the Emergency Management Performance Grant program.  The Office of Auditor-Controller may be required to   validate financial documentation, and to receive and distribute funds.  The County Auditor-Controller concurs with the recommendation.

FINANCING:

The Office of Emergency Services is funded in Budget 1050/8056/CAO005/EMPG. Monterey County projected allocation is $213,252.  The Emergency Management Performance Grant is a 50% local matching fund.  These grant revenue is identified in the recommended budget of OES for FY 2016-17.  Approval of recommended actions will have no impact on budgeted General Fund Contribution.
