Title

a. Approve a Memorandum of Understanding, Phase I, between the Monterey County Workforce Development Board and partners of the America’s Job Center of California (AJCC)/One-Stop System, effective June 30, 2016 through June 29, 2019; and

b. Authorize the Chair of the Board of Supervisors to Sign as the Chief Elected Official of the Monterey County local workforce development area, in order to comply with the Workforce Innovation and Opportunity Act of 2014.

 

Report

RECOMMENDATION:

It is recommended that the Board of Supervisors:

a.                     Approve a Memorandum of Understanding, Phase I, between the Monterey County Workforce Development Board and partners of the America’s Job Center of California (AJCC)/One-Stop System, effective June 30, 2016 through June 29, 2019; and

b.                     Authorize the Chair of the Board of Supervisors to Sign as the Chief Elected Official of the Monterey County local workforce development area, in order to comply with the Workforce Innovation and Opportunity Act of 2014.

 

SUMMARY:

The Workforce Innovation and Opportunity Act of 2014 (WIOA) mandates specified partners to the AJCC/One-Stop delivery system and requires that the Monterey County Workforce Development Board (WDB) and local partners in the region sign an agreement regarding the operations of the system. Per joint direction from the California Department of Employment Development and the California Workforce Development Board, Phase I of the MOU will establish a cooperative working relationship among the parties, define their respective roles and responsibilities, and outline a framework for shared customers (employers and job seekers) and delivery of services to job seekers and employers. The AJCC/One-Stop delivery system is intended as a locally-driven system, which develops partnerships to provide programs and services that achieve three main policy objectives established by the California Workforce Development Board:

 

1.                     Foster demand-driven skills attainment;

2.                     Enable upward mobility for all Californians; and

3.                     Align, coordinate, and integrate programs and services.

 

 

 

 

 

 

 

These objectives will be accomplished by ensuring access to high-quality AJCCs that provide the full range of services available in the community for all customers seeking assistance with any of the following:

 

                     Looking to find a job;

                     Building basic educational or occupational skills;

                     Earning a postsecondary certificate or degree;

                     Obtaining guidance on how to make career choices; or

                     Seeking to identify and hire skilled workers.

 

DISCUSSION:

The local workforce development community maintains strong working relationships formed over many years. However, the WIOA requires that the WDB formalize those relationships through a MOU. Fifteen (15) local organizations were identified under the WIOA-mandated categories (listed in Attachment A to the MOU) and WDB staff convened meetings with these partners throughout the spring 2016 to identify shared customers, services, and opportunities for improved collaboration and service delivery.  The attached MOU is the result of input from local partners and guidance from the State; it represents Phase I of a two-part process.  Phase I addresses shared customers and services while Phase II will address shared costs and funding. 

 

The WDB approved the MOU at its June 1, 2016 meeting. The MOU is a form agreement required by the State. Due to a June 30, 2016 deadline for submission to the State Workforce Development Board, some parties to the MOU may not have signed upon submission to the Board of Supervisors for approval.  The Workforce Development Board will submit a list of those unsigned parties along with expected signature dates with submission to the State Workforce Development Board on June 30, 2016.

 

Upon Board approval and signature, as the Chief Elected Official of the Monterey County local workforce development area, the WDB will forward the agreement to the state in accordance with the State’s established deadline of June 30, 2016.

 

OTHER AGENCY INVOLVEMENT:

WIOA-mandated partners identified in the MOU were involved in the development of the MOU.  County Counsel has reviewed and approved the proposed MOU and attachments as to form.

 

FINANCING:

There is no impact on the General Fund.  MOU Phase II will address financial and cost sharing arrangements among the partners.  Planning for Phase II will begin in the fall of 2016.
