RECOMMENDATION:

It is recommended that the Board of Supervisors:

 

a. Approve and authorize the Contracts/Purchasing Officer to sign a three-year Agreement with GEO Reentry Services, LLC, a wholly owned subsidiary of The GEO Group. Inc., not to exceed $169,454 annually, for a total of $508,362, to provide post-incarceration reentry services to adult offenders under Probation supervision for the period July 1, 2016 through June 30, 2019; and

 

b. Approve and authorize the Contracts/Purchasing Officer to execute up to two one-year extensions where the annual amounts do not exceed ten percent (10%) of the original contract amount, and extensions do not significantly change the scope of services.

 

SUMMARY:

The Probation Department is recommending the approval of a multiyear agreement with GEO Reentry Services, LLC to provide reentry services for adult offenders returning to Monterey County after incarceration and under Probation’s supervision.

 

DISCUSSION:

Reentry Services for the Probation Department were solicited via a County Request for Proposal (RFP#10562) overseen by the Contracts/Purchasing Department. 

 

The purpose of this short-term multidisciplinary “reentry” program is to provide adult offenders supervised and referred by Probation with structured time and services upon their release from incarceration.  The program is intended to operate daily Monday - Friday and to last about one month.  The program includes an assessment and individualized service plan, cognitive behavioral classes, and referral and access to support services.  Services also include lunch meals and assistance with bus passes.

 

Three vendors responded to the RFP: GEO Reentry Services obtained a total score of 292 (equivalent to 97%), Community Solutions a total score of 268 (equivalent to 89%), and Transitions for Recovery a total score of 133 (equivalent to 44%).  Scores were consistent among the three Subject Matter Experts from Probation, Behavioral Health and Sheriff’s Office on the evaluating panel.

 

After completion of the RFP process, the Contracts/ Purchasing Officer tentatively selected GEO Reentry Services, LLC to provide reentry services in Monterey County.  Within The GEO Group, GEO Reentry Services, LLC is the name of that part of the organization dealing with non-residential reentry services, including the operation of day reporting centers and reentry services. 

 

As part of the negotiating process, GEO Reentry Services was very responsive to local needs and has agreed to realign the program’s cost to the current budget, so no additional funds will be needed.

 

The reentry program will continue to operate at the current location, the Probation building at 20 East Alisal in Salinas, and to function as a one-stop shop for on-site services.  While class capacity allows for up to 35 attendees, the average daily attendance is projected to be 15 participants. 

 

Contractor’s responsibilities also include prompt and direct communication with Probation executives concerning staff changes that affect the program, particularly for leadership and management.  In addition, the contract calls for monthly progress reports for each participant, so the Department can identify and act on any possible performance issues.  

 

This Agreement contains the County’s standard 30-day “no cause” provision, which provides the County the ability to amend or terminate the Agreement in the event of a reduction and/or termination of funding.

 

OTHER AGENCY INVOLVEMENT:

County Counsel, Auditor-Controller, and Risk Management have reviewed and approved this Agreement as to legal form, fiscal provisions, and insurance requirements.  This Agreement is on file with Clerk of the Board.

 

FINANCING:

Reimbursement for services under this contract is funded from the Public Safety Realignment Act.  There is no anticipated increase in County General Fund Contribution with the current recommended action.

 

Funding for the maximum annual amount of $169,454 had been approved by the CCP for reentry services, and has been included in Probation’s Recommended Budget for FY 16-17.  The remaining funds for this Agreement, in the maximum amount of $169,454 for each of FY 17-18 and FY 18-19, will be included in the Probation Department Recommended Budget for those fiscal years.
