RECOMMENDATION:

It is recommended that the Board of Supervisors:

 

a. Ratify Agreement between the California Department of Corrections and Rehabilitation and the County of Monterey, Probation Department, allocating State funding in the amount of $648,000 for fiscal years 16-17 and 17-18 to provide services to adult parolees participating in the Day Reporting Center operated by GEO Reentry Services, LLC; and

 

b. Approve and authorize the Contracts/Purchasing Officer to execute the Agreement with the State, and any related amendments.

 

SUMMARY:

The Probation Department operates a Day Reporting Center (DRC) for adult offenders in Monterey County, in collaboration with GEO Reentry Services, LLC. The State’s CDCR is partnering with local government to create access to these rehabilitative services for parolees residing in Monterey County after their prison incarceration.

 

DISCUSSION:

Probation has been a partner with GEO Reentry Services, LLC (also known as Behavioral Interventions, Incorporated) since 2009 in the operation of the Day Reporting Center, which provides treatment and supervision services in a one-stop setting for adult offenders. 

 

The DRC was implemented in 2009, initially with federal stimulus funding from the U.S. Department of Justice - Office of Justice Programs under the Recovery Act Edward Byrne Memorial Competitive grant. Probation is currently utilizing funding from Public Safety Realignment Act funds to continue services to eligible adult offenders under its supervision.

The DRC offers an evidence-based model with a variety of programs, including counseling, treatment, life skill classes and employment services to eligible participants. The center is open seven days a week, and has an expanded capacity of up to 100 clients per day.

 

CDCR has been interested in partnering with local government to provide these services to parolees who are residing in Monterey County after their State incarceration. These services fill a critical gap in the post-custody transition of adult offenders and provide needed rehabilitative services, which historically have been underfunded. 

 

This collaboration will optimize the DRC’s service capacity, and extend rehabilitative services to parolees resident in Monterey County, who, with the implementation of Public Safety Realignment, would now serve a sentence for technical violation in County Jail instead of State prison.

 

CDCR requested an expedited execution of the contract by Monterey County in order for the document to be finalized by the beginning of the new fiscal year.  

 

OTHER AGENCY INVOLVEMENT:

The Agreement has been approved by County Counsel as to legal form. 

 

FINANCING:

The State will allocate a total of $648,000 in funding, and specifically: $324,000 for FY 16-17 and $324,000 for FY 17-18 as a reimbursement to Probation for services provided to parolees through a subcontract with GEO Reentry Services.

 

These amounts are calculated on the basis of 30 parolee clients, at a daily reimbursement of $30 per client, for an estimated 360 days per fiscal year; reimbursement is provided on actual attendance, not to exceed the contact allocated amount.   

 

There is no anticipated increase in County General Fund Contribution with the current recommended action.
