a. Approve and authorize the Director of the Department of Social Services to sign an agreement with Meals on Wheels of the Salinas Valley for $288,853 to provide home-delivered meals to seniors in Salinas, and North and South Monterey County regions for the period July 1, 2016 through June 30, 2017; and
b. Authorize the Director of the Department of Social Services to sign up to three (3) amendments to the agreement, where the total amendments do not exceed 10% ($28,885) of the original contract amount, and do not significantly change the scope of work.

RECOMMENDATION:
It is recommended that the Board of Supervisors:
a. Approve and authorize the Director of the Department of Social Services to sign an agreement with Meals on Wheels of the Salinas Valley for $288,853 to provide home-delivered meals to seniors in Salinas, and North and South Monterey County regions for the period July 1, 2016 through June 30, 2017; and
b. Authorize the Director of the Department of Social Services to sign up to three (3) amendments to the agreement, where the total amendments do not exceed 10% ($28,885) of the original contract amount, and do not significantly change the scope of work.
SUMMARY/DISCUSSION:
Meals on Wheels of the Salinas Valley (MOW,SV) improves the health and well-being of seniors who can’t shop or cook for themselves by delivering nutritious meals to their homes Monday through Friday. Nutrition and independent living go hand in hand. This agreement provides home-delivered meals to seniors living in Salinas, and in North and South Monterey County. It is anticipated that 40,000 home-delivered meals will be served in the Salinas area and 20,000 meals will be served in the North County and South County regions.
This contract is in alignment with the Older Americans Act (OAA) and the goals of the Monterey County Area Agency on Aging (AAA). The OAA, originally enacted in 1965, supports a range of home and community-based services, such as meals-on-wheels and other nutrition programs, in-home services, transportation, legal services, elder abuse prevention and caregiver support. The 2016 OAA reauthorizes programs for FY 2017 through FY 2019.
OTHER AGENCY INVOLVEMENT:
The Auditor-Controller and Purchasing have reviewed and approved this agreement. County Counsel has approved the agreement as to form.
FINANCING:
Funding is provided by the Older Americans Act. Sufficient appropriations and estimated revenues in SOC010 are included in the FY 2016-17 Adopted Budget. Approval of this action has no impact on the County General Fund contributions.
