Approve and authorize the Chair of the Board of Supervisors to sign Amendment #2 retroactively with the Central California Alliance for Health by adding $175,940 for FY 2015/16, effective June 15, 2016, and adding $2,014,558 to extend services for the period July 1, 2016 through June 30, 2017, increasing the total contract amount to $3,985,038, and extending the term of the agreement through June 30, 2017.

RECOMMENDATION:

It is recommended that the Board of Supervisors:

Approve and authorize the Chair of the Board of Supervisors to sign Amendment #2 retroactively with the Central California Alliance for Health by adding $175,940 for FY 2015/16, effective June 15, 2016, and adding $2,014,558 to extend services for the period July 1, 2016 through June 30, 2017, increasing the total contract amount to $3,985,038, and extending the term of the agreement through June 30, 2017.

 

SUMMARYDISCUSSION:

The Central California Alliance for Health (CCAH) has offered the Alliance Care IHSS health plan since July 1, 2005. On July 7, 2015, the Board of Supervisors approved the execution of a contract dated July 1, 2015 with CCAH, in the amount of $1,794,540.  The purpose of this contract was to provide comprehensive and high-quality coverage including hospital, outpatient, primary and specialized care, prescription drugs, and mental health services for approximately 535 IHSS providers who meet eligibility criteria.  The Alliance Care IHSS health plan provides culturally and linguistically sensitive access to health care throughout the County.  On October 13, 2015, Amendment #1 was approved by your Board revising the Terms & Conditions in order to meet California Department of Health Care Services (DHCS) requirements.  Amendment #1 did not change the dollar amount, or the term of the agreement. 

 

Pursuant to the Memorandum of Understanding (MOU) approved by your Board on June 23, 2015 between the Monterey County Public Authority for In-Home Supportive Services (IHSS) and SEIU Local 2015, IHSS providers must work at least 80 hours per month for the last four (4) consecutive months to become eligible and, once enrolled in the health plan, must work at least 80 hours a month for two of three contiguous months to maintain eligibility.  The County shall provide health benefits up to $0.44 per IHSS hour worked.

 

The Department is recommending approval of Amendment #2 to continue the provision of health insurance to IHSS care providers by extending the term of this agreement to June 30, 2017, adding funding retroactively for FY 2015-16 in the amount of $175,940 to cover the July health insurance premiums that are due June 30, 2016 and $2,014,558 for FY 2016-17.  The 7% restoration of client hours by State Legislation is the cost driver for the requested increase in FY 2015-16.  This agreement was delayed in being brought forward for Board consideration prior to the effective start date due to contractor’s delay in returning agreement to County.

 

OTHER AGENCY INVOLVEMENT:

The Auditor-Controller and Contracts/Purchasing have reviewed and approved the agreement.  County Counsel has approved the agreement as to form.

 

FINANCING:

$3,985,038 funds the premiums for the remainder of the 2015-16 Fiscal Year and through June 30, 2017 (FY 2016-17).  The contract specifies that the monthly premium will be $309.00 with the enrolled IHSS Provider paying $15.00 and the county $294.00 which is funded by Federal/State/County revenues.  The maximum number of individuals that can be enrolled is determined by the state funding formula that provides $0.44 of financial participation for each hour of paid services each month. Sufficient appropriations and estimated revenues in SOC001 are included in the FY 2015-16 Adopted Budget and the FY 2016-17 Adopted Budget.   Approval of this action has no impact on the County General Fund.
