b. Authorize the Chief Probation Officer to sign Amendments to the MOU as required by the grant in case of changes or extension.

 

Report

RECOMMENDATION:

It is recommended that the Board of Supervisors:

a. Authorize the Chief Probation Officer to sign a Memorandum of Understanding (MOU) with the City of Salinas for the Probation Department to receive $322,104 for participation in the Smart Supervision grant for the period October 1, 2015 to September 30, 2018; and

 

b. Authorize the Chief Probation Officer to sign Amendments to the MOU as required by the grant in case of changes or extension.

 

SUMMARY:

The City of Salinas has been awarded a grant in the amount of $557,734 from the US Department of Justice, Office of Justice Programs for the period October 1, 2015 to September 30, 2018 to assist providers of contracted services to adult offenders under Probation supervision in the implementation of evidence-based programs and fidelity to the model, and tracking of outcomes.

 

The proposed MOU identifies roles and responsibilities between the City and the County of Monterey, Probation Department in their collaboration to support the grant’s goals and allocates $322,104 over a three year period to the Probation Department.

 

DISCUSSION:

The City of Salinas serves as Lead Agency and Administrator for the grant. Funding from the FY 15 Smart Supervision grant will be utilized to assess the use of evidence-based program and strategies by service providers under contract with Monterey County Probation and ensure fidelity to the model; provide training and technical assistance to such providers; and assist them in tracking measurement indicators to show outcomes and inform practice.  Providers of AB 109 services to Probation adult clients are participating agencies for this project. 

 

Probation will participate in meetings and grant activities and assist the Research Partner evaluating the programs through the collection and reporting of data.  This data is submitted by providers of services under contract to the Efforts to Outcomes (ETO) system managed by Probation.

 

The grant will fund 0.2 FTE salary and benefits of an existing Probation Services Manager (PSM) assigned to the Project, and travel expenses pursuant to grant’s requirements.  It will also fund technical assistance and evidence-based practices training for the participating agencies.

 

OTHER AGENCY INVOLVEMENT:

County Counsel has approved the MOU as for legal form.

 

FINANCING:

Probation has been allocated a total of $322,104 for the three-year grant period.  Funding in the amount of $41,405 for FY 15-16 is already contained in the current budget, while the remaining funding will be included in the subsequent years’ budgets. 

 

There is no additional County General Fund Contribution (GFC) associated with the recommended action.
