Approve and authorize the Director of the Department of Social Services to sign an agreement with Mexican-American Opportunity Foundation (MAOF) to facilitate the exchange of confidential information in order to provide child care payment services to CalWORKs customers for the period July 1, 2016 through June 30, 2018; and

b. Authorize the Director of the Department of Social Services to sign up to three (3) amendments to this agreement that do not significantly change the scope of work.

RECOMMENDATION:

It is recommended that the Board of Supervisors:

a. Approve and authorize the Director of the Department of Social Services to sign an agreement with Mexican-American Opportunity Foundation (MAOF) to facilitate the exchange of confidential information in order to provide child care payment services to CalWORKs customers for the period July 1, 2016 through June 30, 2018; and

b. Authorize the Director of the Department of Social Services to sign up to three (3) amendments to this agreement that do not significantly change the scope of work.

 

SUMMARY/DISCUSSION:

This agreement is for the purpose of sharing confidential information with MAOF to provide a seamless transition from Stage 1 to Stage 2 & 3 child care payment services.  State of California Regulations Manual of Policies and Procedures (MPP 47-101.5) requires the exchange of information between County Agencies and Resource and Referral and Alternative Payment Program service providers for the purpose of administering seamless transitional childcare services between Child Care Stages 1, 2 & 3, and binds each of these agencies by the same confidentiality requirements. 

 

MCDSS provides childcare to families participating in Welfare-to-Work activities. The provision of childcare is divided in stages. During Stage 1, child care is administered and supervised by MCDSS. MCDSS transfers Stage 1 child care customers to Stage 2 & 3 after a determination of stability has been made and/or after a customer has been discontinued from cash aid. Stage 2 & 3 child care is administered by the Alternative Payment Programs contracting with the California Department of Education. MAOF is the contracted Resource and Referral and Alternative Payment Program service provider for Stage 2 & 3 child care payment services in Monterey County.  Each month, MCDSS provides MAOF a list of customers being transferred to Stage 2 & 3 child care services.  MAOF assists each customer through the Stage 2 & 3 application process.  Customer case information is required to be shared between MCDSS and MAOF to ensure each transfer is seamless and child care payments continue uninterrupted between stages.  The information required to complete the application process is made available to MAOF through restricted access to necessary information in the C-IV System, an automated Public Assistance Data Software system.

 

OTHER AGENCY INVOLVEMENT:

Risk Management and Purchasing have reviewed and approved this Agreement.  County Counsel has approved the agreement as to form.

 

FINANCING:

This is a non-financial agreement for the purpose of sharing confidential information, and recommended actions have no budgetary impact.
