a. Approve and authorize the Director of the Department of Social Services to sign an agreement with Meals on Wheels of the Monterey Peninsula for $390,743 to provide health education, and congregate and home-delivered meals to seniors on the Monterey Peninsula for the period July 1, 2016 through June 30, 2017; and
b. Authorize the Director of the Department of Social Services to sign up to three (3) amendments to the agreement, where the total amendments do not exceed 10% ($39,074) of the original contract amount, and do not significantly change the scope of work.

RECOMMENDATION:
It is recommended that the Board of Supervisors:
a. Approve and authorize the Director of the Department of Social Services to sign an agreement with Meals on Wheels of the Monterey Peninsula for $390,743 to provide health education, and congregate and home-delivered meals to seniors on the Monterey Peninsula for the period July 1, 2016 through June 30, 2017; and
b. Authorize the Director of the Department of Social Services to sign up to three (3) amendments to the agreement, where the total amendments do not exceed 10% ($39,074) of the original contract amount, and do not significantly change the scope of work.
SUMMARYDISCUSSION:
Meals on Wheels of the Monterey Peninsula (MOWMP) is dedicated to promoting the physical, social, and personal well-being and independence of seniors, homebound frail elderly and disabled adults on the Monterey Peninsula. This agreement provides congregate and home-delivered meals to seniors living in the Monterey Peninsula area. Congregate meals are meals offered in areas where seniors congregate, such as senior centers. The area includes the Monterey Peninsula/Western Region defined as Big Sur Carmel by the Sea, Carmel Valley, Del Rey Oaks, Marina, Monterey, Pacific Grove, Sand City and Seaside The elderly nutrition program dining sites are the Sally J. Griffin Active Living Center in Pacific Grover, the Monterey Senior Center in Monterey, and the Oldemeyer Center in Seaside. It is anticipated that 17,000 meals will be served at congregate meal sites. It is anticipated that 111,000 hot, home-delivered meals will be delivered to eligible individuals in the Monterey Peninsula area.
This agreement also funds health promotion services at the Sally J Griffin Senior Center in Pacific Grove. Evidence based programs are programs that have been developed using scientific research to develop and test the intervention and then document what is achieved (for example, Tai Chi for arthritis or Tai Chi for diabetes). It is anticipated that 1,000 contacts will be served.
This contract is in alignment with the Older Americans Act (OAA) and the goals of the Monterey County Area Agency on Aging (AAA). The OAA, originally enacted in 1965, supports a range of home and community-based services, such as meals-on-wheels and other nutrition programs, in-home services, transportation, legal services, elder abuse prevention and caregiver support. The 2016 OAA reauthorizes programs for FY 2017 through FY 2019.
OTHER AGENCY INVOLVEMENT:
The Auditor-Controller and Purchasing have reviewed and approved this agreement. County Counsel has approved the agreement as to form.
FINANCING:
Funding is provided by the Older Americans Act. Sufficient appropriations and estimated revenues in SOC010 are included in the FY 2016-17 Adopted Budget. Approval of this action has no impact on the County General Fund contributions.
