Receive a quarterly report on Resource Management Agency Capital Improvement Projects for the period ending March 31, 2016.

RECOMMENDATION:

It is recommended the Budget Committee receive a quarterly report on Resource Management Agency Capital Improvement Projects for the period ending March 31, 2016.

 

SUMMARY/DISCUSSION:

The Resource Management Agency (RMA) staff administers capital projects for Monterey County.  The attached FY 2015-16 Capital Improvement Projects Status Report provides a summary for 34 capital projects totaling over $350 million: 18 Road and Bridge ($142.7 million), and 16 Facilities ($190.4 million) and includes project costs, development phase, and status.  During this quarter, three projects were completed.  Of the remaining 31 projects in progress:  2 are under construction and 29 are in the Design/Environmental Phase.  The following project narrative provides updates on completed projects and projects with significant activity during the reporting period of January 1, 2016 through March 31, 2016.

 

COMPLETED PROJECTS

 

County Wide Striping

This project, funded by the Local Agency Funding Allocation from the Transportation Agency for Monterey County, consisted of pavement marker, roadway legend, and striping rehabilitation on 46.5 miles of roadway.  The project included thermoplastic centerlines, traffic lanes, edge lines, limit lines, and the replacement of pavement markers on 14 high-volume roadways in various locations county wide.  Construction of this project was completed, under budget and on schedule.

 

ITD Security Panel and Cameras-1590 Moffett

The project consisted of the installation of new surveillance, burglar and access equipment at the existing ITD facility.  Construction began last quarter and was completed and closed out in this quarter.

 

Probation Department - 1422 Natividad

This project consisted of carpet replacement and painting of the Juvenile Probation Courts facility.  Construction began last quarter and was completed and closed out in this quarter.

 

 

 

 

PROJECTS WITH SIGNIFICANT ACTIVITY

 

Castroville Bicycle/Pedestrian Path and Railroad Overcrossing

The project consists of the construction of a bicycle/pedestrian facility to connect the Community of Castroville to Castroville Boulevard.  The project includes a bicycle/pedestrian path along Salinas Road from McDougall to Axtell, a bicycle/pedestrian bridge over Union Pacific Railroad Crossing, and a path from the end of the bridge to Castroville Boulevard.  Final Design was completed and easement acquisition finalized.  Construction is anticipated to begin fall 2016.

 

 

East/West Wing Renovation

This project consists of the complete renovation to the East/West Wing of the former Monterey Courthouse in Salinas.  The full project status is provided in a separate quarterly report by the County Administrative Office.

 

Highway 1 Climbing Lane, Carmel Valley Road to Rio Road

This project will improve traffic operations on Highway 1 from Rio Road to Carmel Valley Road by constructing a climbing lane on northbound Highway 1.  The negotiations with the State Parks for utility relocations are underway.  PG&E has been notified about the utility conflict along Highway 1 and the need to relocate the overhead power lines.  The construction phase of the project is programmed to be funded by Surface Transportation Improvement Program (STIP) funds.  Since STIP funds may include federal dollars, staff is coordinating with Caltrans to fulfill National Environmental Policy Act (NEPA) requirements.  If funding is secured, the project is scheduled to be ready to bid in the fall of 2016.

 

Jail Housing Addition

This project status is provided in a separate quarterly report.

 

Jail Security Improvements

The project consists of an evaluation study with recommended best practices for suicide prevention, and safety/violence reduction (video surveillance) measures.  The study began during this quarter.  The vulnerability/suicide prevention component is complete.  The safety/violence reduction portion of the study will be complete during the third quarter of this fiscal year.

 

New Juvenile Hall

This project status is provided in a separate quarterly report.

 

Peach Tree Road Bridge Replacement

The project consists of replacing the existing bridge over Pancho Rico Creek.   The final design and right-of-way phases were completed this quarter.  Bids are expected to solicited and open next quarter.  Construction is scheduled to begin August 2016.

 

San Lucas Branch Library

The project consists of the construction of a new 1,160 square feet single story library facility in the community of San Lucas.   This Project is registered with the United States Green Building Council (USGBC) Certification Institute to achieve at minimum Leadership in Energy and Environmental Design (LEED) Silver certification.  The low bidder for the project was Pueblo Construction, Inc.   Construction is scheduled to begin in May 2016.

 

Schilling Place Tenant Improvements

This project status is provided in a separate quarterly report by the County Administrative Office.

 

OTHER AGENCY INVOLVEMENT:

This report was presented to the Capital Improvement Committee on June 20, 2016.

 

FINANCING:

The attached FY 2015-16 Capital Improvement Projects Status Report provides a summary list of capital projects including project costs, development phase, and status.  The aggregate value of the Road and Bridge projects is $142.7 million with a $23 million funding gap (unsecured) and the aggregate value of the Facilities Capital projects is $206.8 million with a $2.6 million funding gap (unsecured).
