RECOMMENDATION:

It is recommended that the Board of Supervisors:

a.                     Authorize the Auditor-Controller to transfer $500,000 from Natividad Medical Center (NMC) Fund 451-9600-8142 to Health Department Fund 001-4000-HEA007-8099 for support of on-going health care operations and patient care provided by NMC's Laurel Family Practice resident physicians at Health's Laurel Family Practice Clinic, where NMC has sufficient appropriate available in their to cover the transfer (4/5ths vote required); and

b.                     Direct the County Administrative Office to incorporate the approved changes in the FY 2015-16 Adopted Budget. (4/5ths vote required)

 

SUMMARY/DISCUSSION:

Natividad Medical Center operates a Family Practice Residency Program (Program) in affiliation with the University of California, San Francisco. Through this Program, resident physicians complete three years of post-graduate medical education in the specialty of Family Practice under the supervision of faculty preceptors.  The Health Department's Clinic Services Bureau supports the Program by having its clinics serve as resident physician training sites.  Resident physicians are able to receive instruction and clinical teaching opportunities at Clinic Services Bureau's clinic sites under supervision of faculty preceptors, thus increasing the availability of high quality and affordable health care to community members.    

 

Currently there are thirty (30) residents and six (6) faculty preceptors in the Program. Clinic Services' Laurel Family Practice Clinic located on the NMC campus, exclusively serves as a clinical site for resident physicians.  Health Department and NMC support and collaborate together to make the Program succeed since it is recognized as a valued community asset.  Some of Program graduates stay to practice family medicine in Monterey County. Therefore, it is recommended that the Board approve the transfer of $500,000 from Natividad Medical Center Fund 451-9600-8142 to Health Department Fund 001-4000-HEA007-8099 to support on-going health care operations and patient care provided by NMC's Family Practice resident physicians for FY 2014-15 and FY 2015-16. 

 

OTHER AGENCY INVOLVEMENT:

Natividad Medical Center supports the recommendation.  

 

FINANCING:

There are sufficient revenues in Natividad Medical Center's FY 2015-16 Adopted Budget (Fund 451-9600-8142) to accommodate the recommended action.
