Report

RECOMMENDATION:

It is recommended that the Board of Supervisors:

a. Approve and authorize the Director of the Department of Social Services to sign an agreement with Hartnell Community College for $83,748 to implement training and supports to current and former foster and youth ages 14 to 24 for the period retroactive to July 1, 2016 through June 30, 2017; and

b. Authorize the Director of the Department of Social Services to sign up to three (3) amendments to this agreement, where the total amendments do not exceed 10% ($8,375) of the original contract amount, and do not significantly change the scope of work.

 

SUMMARY/DISCUSSION:

The Hartnell College Independent Living Program (ILP) is a program specifically designed to serve the needs of eligible current and former foster youth.  The program emphasizes the four ILP domains: education, employment, finance and daily living skills.  Hartnell will lead this program in partnership with Monterey County DSS and Monterey County Probation.   This will be accomplished through shared oversight, development and implementation regarding the programmatic, social and individual needs of youth transitioning to adulthood (primarily youth ages 14 to 24) through the provision of Monterey County’s Independent Living Program.   The scope of these responsibilities is multi-layered to include administrative tasks, curriculum development, event planning, daily life skills training and supervision/mentoring of Transition Age Youth (TAY).

 

In FY 2015-16 Hartnell Community College partnered with The Epicenter, DSS and Probation to provide 20 ILP group events for a total of 42 non-duplicated youth participants, with 117 total participants. Hartnell Community College has also provided 32 individual supportive meetings with eligible youth. Hartnell Community College is on target to meet or exceed contract goals for FY 2015-16. 

 

DSS also has a contract with Hartnell Community College for the provision of caregiver and community partner trainings. The two contracts combined exceed the Contracts/Purchasing Officer’s approval threshold, and the Department is requesting Board approval for this ILP agreement of $83,748.

 

This agreement is being brought to the Board retroactively due to delays in processing the high volume of agreements for the new Fiscal year.

 

 

OTHER AGENCY INVOLVEMENT:

The Auditor-Controller and Purchasing have reviewed and approved this agreement. County Counsel has approved the agreement as to form.

 

 

FINANCING:

This agreement is funded with Federal ILP funds. Sufficient appropriations and estimated revenues are included in the FY 2016-17 Adopted Budget. There is no impact to the County General Fund contributions.
