RECOMMENDATION:

It is recommended that the Board of Supervisors:

a. Approve and authorize the Director of the Department of Social Services to sign Amendment #1 to Agreement #A-13047 with the Coalition of Homeless Services Providers, adding  $72,000, retroactive to July 1, 2016, to include Continuum of Care coordination, inclement weather planning, and Lead Me Home/10 Year Plan activities, increasing the total contract amount to $487,500 for the period January 1, 2016 through June 30, 2017; and

b. Authorize the Director of the Department of Social Services to sign up to (3) amendments to this agreement where the total amendments do not exceed 10% ($41,550) of the original contract amount, and do not significantly change the scope of work.

 

SUMMARY/DISCUSSION:

On February 2, 2016, the Board of Supervisors approved the execution of a contract with the Coalition of Homeless Services Providers to develop and implement the Coordinated Assessment and Referral System (CARS). With this contract the Coalition has been able to hire and train two (2) FTE positions to maintain and support the CARS data system ensuring resource availability and shelter capacity is kept up to date, while also expanding the HMIS capacity to fully incorporate all components of CARS. While progress on this contract continues to move forward, the purpose of this amendment is to combine the two agreements for Continuum of Care coordination, inclement weather planning, and Lead Me Home/10 Year Plan activities with CARS development and administration into one comprehensive agreement.

 

As the Continuum of Care (CoC) Coordinator, the Coalition of Homeless Services Providers is primarily responsible for developing and submitting the consolidated CoC application and agency project applications to the Department of Housing and Urban Development. This process draws down approximately $2 million in funding that supports many existing homeless service programs. This process and funding are vital to maintain operational services for the homeless in Monterey County. The CoC coordinator also acts as the point of contact for many other collaborative efforts including, but not limited to, convening meetings with the CoC member agencies, management of the Homeless Management Information System (HMIS), support toward policy initiatives related to ending veteran homelessness and support to the Department of Social Services in implementing the annual inclement weather plan. In support of the inclement weather plan, the Coalition collects and notifies local service providers with important resource information during the inclement weather season, a time between November 1 and March 31 when the weather conditions impose an increased risk of hypothermia to homeless residents.

 

In addition to the responsibilities as the CoC Coordinator, the Coalition also provides staff support and guidance to the Lead Me Home Leadership Council, the governing collective that leads the efforts on the 10 Year Plan to End Homelessness. The Leadership Council is the CoC planning body for Monterey County. The Lead Me Home/10 Year Plan was approved by your Board in December 2011 and was a collective effort to map out key steps to move towards ending homelessness in Monterey County.

 

Under this single contract, the Coalition will be the Continuum of Care Coordinator for Monterey County and lead inter-agency coordination and planning for homeless individuals/families addressed in the Lead Me Home/10 Year Plan, including support to the annual Inclement Weather Plan throughout Monterey County. This Amendment is being brought to the Board retroactively due to delays in processing the high volume of agreements for the new Fiscal year.

 

OTHER AGENCY INVOLVEMENT:

The Auditor-Controller and Purchasing have reviewed and approved this agreement. County Counsel has approved the agreement as to form.

 

FINANCING:

The Amendment #1 is funded with County General Fund contributions.  Sufficient appropriations in SOC004 are included in the FY 2016-17 Adopted Budget.  There is no additional impact to the County General Fund contributions.
