a. Approve and authorize the Director of the Department of Social Services to sign an agreement with Alliance on Aging for $432,088 to provide Outreach, Long Term Care Ombudsman, HICAP and MIPPA services to Monterey County seniors for the period retroactive to July 1, 2016 through June 30, 2017; and
b. Authorize the Director of the Department of Social Services to sign up to three (3) amendments to the agreement, where the total amendments do not exceed 10% ($43,208) of the original contract amount, and do not significantly change the scope of work.

RECOMMENDATION:
It is recommended that the Board of Supervisors:
a. Approve and authorize the Director of the Department of Social Services to sign an agreement with Alliance on Aging for $432,088 to provide Outreach, Long Term Care Ombudsman, HICAP and MIPPA services to Monterey County seniors for the period retroactive to July 1, 2016 through June 30, 2017; and
b. Authorize the Director of the Department of Social Services to sign up to three (3) amendments to the agreement, where the total amendments do not exceed 10% ($43,208) of the original contract amount, and do not significantly change the scope of work.
SUMMARY/DISCUSSION:
The Alliance on Aging is a volunteer-driven organization that provides services to seniors throughout Monterey County. This agreement provides the following: Outreach contacts throughout all four regions of Monterey County by a bilingual/bicultural staff person; Ombudsman services, including Complaint Investigation, Resolution and Education/Training. Funding under this Agreement will be used to support the Ombudsman volunteers working in Skilled Nursing Facilities (SNFs). This includes Ombudsman Initiative-Senior Nursing Facilities (SNF) Quality and Accountability, State Health Facilities Citation Penalties (SHF) and Public Health Licensing & Certification Program (PHF). In addition, this Agreement provides for Health Insurance Counseling and Advocacy Services (HICAP), and services related to Medicare Improvements for Patients and Providers Act (MIPPA).
This contract is in alignment with the Older Americans Act (OAA) and the goals of the Monterey County Area Agency on Aging (AAA). The OAA, originally enacted in 1965, supports a range of home and community-based services, such as Ombudsman and Advocacy Demonstration Projects, meals-on-wheels and other nutrition programs, in-home services, transportation, legal services, elder abuse prevention and caregiver support. The 2016 OAA re-authorizes programs for FY 2017 through FY 2019.
This agreement was delayed coming to the Board due to a delay in the contractor’s signature process.
OTHER AGENCY INVOLVEMENT:
The Auditor-Controller and Purchasing have reviewed and approved this Agreement. County Counsel has approved the agreement as to form.
FINANCING:
Funding is provided by the Older Americans Act and the California Department of Aging. Sufficient appropriations and estimated revenues in SOC010 are included in the FY 2016-17
Adopted Budget. Approval of this action has no impact on the County General Fund contributions.
