a. Approve and authorize the Director of the Information Technology Department to sign a non-standard federal contract with the United States Army Garrison Presidio of Monterey, for network infrastructure services, desktop analyst and support services, and installation and maintenance of communication equipment in public safety vehicles, to be provided by the Monterey County Information Technology Department, for a term of June 29, 2016 through June 30, 2026; and
b. Authorize the Director of the Information Technology Department to sign up to five (5) renewals to the contract, of one year each, on the same terms or on terms that are substantially similar to the current Agreement, subject to review and approval by County Counsel.

RECOMMENDATION:
It is recommended that the Board of Supervisors:
a. Approve and authorize the Director of the Information Technology Department to sign a non-standard federal contract with the United States Army Garrison Presidio of Monterey, for network infrastructure services, desktop analyst and support services, and installation and maintenance of communication equipment in public safety vehicles, to be provided by the Monterey County Information Technology Department, for a term of June 29, 2016 through June 30, 2026; and;
b. Authorize the Director of the Information Technology Department to sign up to five (5) renewals to the contract, of one year each, on the same terms or on terms that are substantially similar to the current Agreement, subject to review and approval by County Counsel.
SUMMARY/DISCUSSION:
The United States Army Garrison Presidio of Monterey (POM) relies on the County Information Technology Department (ITD) to provide specified public safety services. These include network infrastructure support, by which the POM accesses databases operated by the California Department of Justice. They also include desktop analyst services and support of law enforcement applications and network devices, and installation and maintenance of communication equipment in POM public safety vehicles. Because other County Departments also provide services to POM, it has become necessary to establish a contract that specifies the services provided by ITD.
After significant negotiations, a contract has been drafted that defines all services being provided by ITD, and an agreed-upon payment process. This will result in streamlined processing of payments by POM to the County and more clarity in accounting for the services being provided.
The Director of ITD recommends approval of this non-standard federal contract in order to enhance public safety by continuing to provide needed services to POM, and to establish a regular process for payment. The Director also recommends approval of up to five (5) renewals to the contract of one year each, on the same terms or terms that are substantially similar to the current contract, subject to review and approval by County Counsel.
OTHER AGENCY INVOLVEMENT:
County Counsel has reviewed the proposed federal contract and cannot approve in the absence of standard insurance and indemnity provisions and cannot approve the following non-standard provisions; limitations on POM liability to the County and non-standard dispute resolution provisions.
FINANCING:
The approval of this contract will allow ITD to be able to bill and accept payment for services provided to POM. Approval will have no impact on the County General Fund.
