RECOMMENDATION:
It is recommended that the Board of Supervisors:
Approve and authorize the Director of Health or Assistant Director of Health to execute an extension Renewal Agreement and Amendment No. 3 to Mental Health Services Agreement A-12729 with The Village Project, Inc. for the provision of mental health outreach, engagement and counseling services in the increased amount of $135,069 for Fiscal Year (FY) 2016-17, for a revised total Agreement amount not to exceed $1,010,806 for the term July 1, 2014 - September 30, 2016.
SUMMARY/DISCUSSION:
The Agreement A-12729 between The Village Project, Inc. (TVP) and the County of Monterey expired on June 30, 2016. As per the direction of your Board on June 28, 2106, this proposed Renewal Agreement and Amendment No. 3 will renew the Agreement retroactive to July 1, 2016, extend the term of the Agreement to September 30, 2016, and provide additional funding in the amount not to exceed $135,069 for FY 2016-17. Approval of this Renewal Agreement and Amendment No. 3 will allow TVP to continue to provide mental health outreach and counseling services for African-Americans and other unserved/underserved racial and ethnic group members residing in Monterey County for an additional three (3) months.
This Agreement contains the County’s standard 30-day “no cause” provision (Section IV. B) and an additional defunding provision (Section IV. D), which provides the County the ability to amend or terminate the Agreement in the event of a reduction and/or termination of funding.
This work supports the following Monterey County Health Department 2011-2015 strategic plan initiatives: 2) Enhance community health and safety by emphasizing prevention; and 3) Ensure access to culturally and linguistically appropriate, customer-friendly, quality health services. It also supports one or more of the ten essential public health services, specifically: 7) Link people to needed personal health services and assure the provision of health care when otherwise unavailable.
OTHER AGENCY INVOLVEMENT:
County Counsel and Auditor-Controller have reviewed and approved this Amendment No. 3 as to legal form and fiscal provisions. The Amendment No. 3 is on file with the Clerk of the Board.
FINANCING:
This Agreement is funded by Mental Health Services Act funds (91% or $916,346) and AB 109 funds (9% or $94,460). The funds for this Agreement are included in the Health Department’s Behavioral Health (HEA012, Unit 8410) Fiscal Year 2016-17 Adopted Budget.
