Approve the County of Monterey Final Capital Improvement Program Five Year Plan 2016-17 through 2020-21.

 

Report

RECOMMENDATION:

It is recommended that the Board of Supervisors approve the County of Monterey Final Capital Improvement Program Five Year Plan 2016-17 through 2020-21.

 

SUMMARY

Staff prepared a Capital Improvement Program Five-Year Plan (CIP) for Fiscal Year (FY) 2016-17 through FY 2020-21.  The combined total cost for this program is $442 Million including:

101 fully funded projects with a five-year total value of $347 Million, and

7 partially funded active projects with a five-year total value of $95 Million.

 

Fully and partially funded projects with funding identified in FY 2016-17 are included in the FY 2016-17 Recommended Budget.  The partially funded projects have an unfunded total value of $29.4 Million.  FY 2016-17, with a total value of $88 Million, is the only financially constrained year. 

 

For FY 2016-17 the Capital Improvement Program will receive an estimated $3.1 Million in discretionary funds, which are the only new funds available to address previously unfunded or partially funded projects.  Staff recommends allocating this funding as follows:

DISCUSSION:

The annual CIP is a five-year compilation of projects submitted by County departments and Natividad Medical Center, which includes such projects as new facility construction, minor and major infrastructure maintenance, road and bridge construction and maintenance, major equipment purchase and installation, and software purchase and installation.  The minimum value of a CIP project is $100,000.  See Attachment 1 - Final County of Monterey Capital Improvement Program Five-Year Plan FY 2016-17 through FY 2020-21.  The Final CIP is available on CD and posted on the Resource Management Agency (RMA) website and electronically through Legistar. 

 

Development of the Final CIP started in October 2015 when RMA staff contacted County Departments to request capital needs, related costs, and funding sources.  This project information was combined with RMA project requests to develop a Final CIP.  Since the Water Resources Agency (WRA) is not considered a department of the County, therefore, CIP does not include WRA projects. 

 

Some of the major projects scheduled in the FY 2016-17 CIP include:

Schilling Place Tenant Improvements

Monterey County Government Center East & West Wings Renovation

Natividad Medical Center Radiology Modernization Project

Enterprise Resource Planning System Upgrade Project

Castroville Railroad Bicycle/Pedestrian Crossing

State Highway 1 Climbing Lane Carmel Valley Road/Rio Road Project

Carmel River Floodplain Restoration (CRFREE) Project

San Lucas Library

 

In addition to, but not included with the CIP projects, is a list of Future Needs.  This list includes projects that County Departments have identified as a priority.  However, due to County funding constraints, projects listed as Future Needs cannot be funded at this time.  The Future Needs list identifies 88 projects with an unfunded need of $148.8 Million and a total estimated cost of $153.8 Million. 

 

Approval of the County of Monterey Final Capital Improvement Program Five Year Plan Fiscal Years 2016-17 through 2020-21 is consistent with the Board’s Strategic Initiatives for Infrastructure:

#1 Improve the conditions of County Roads and Bridges; and

Milestone #12: Complete and gain Board’s approval of a Five Year Capital Improvement Plan

 

OTHER AGENCY INVOLVEMENT:

RMA has worked with County departments and the County Administrative Office to identify capital needs, related costs, and funding sources. 

 

On April 29, 2016, the Draft CIP was presented to the Advisory Executive Committee (AEC).  The AEC consists of the Assistant County Administrative Officer (Budget and Analysis Division), the Director of the RMA, the Public Works Director, and RMA Finance.  Based on their collective expertise and the projects’ description, justification, priority criteria and the department’s priority, a consensus recommendation on the project priorities was developed.

 

The proposed Final Capital Improvement Program Five Year Plan Fiscal Years 2016-17 through 2020-21 was presented to the Capital Improvement Committee on May 16, 2016 and to the Budget Committee on May 25, 2016.  Both Committees recommended that the Board of Supervisors support the Final Capital Improvement Program Five Year Plan Fiscal Years 2016-17 through 2020-21.  

 

If a general plan has been adopted, California Government Code Section 65401 requires preparation of a coordinated plan by an agency whose functions include recommending, preparing plans for, or constructing, major public works projects.  Section 65401 also requires the submittal of a list of proposed public works recommended for planning, initiation or construction during the ensuing fiscal year to the County Planning Commission for review and report to the Board of Supervisors as to conformity with the adopted general plan.

 

The Planning Commission considered the recommended list of major public works projects for Fiscal Year 2016-17 from the proposed Final Capital Improvement Program Five Year Plan Fiscal Years 2016-17 through 2020-21 for consistency with the Monterey County General Plan on June 8, 2016 and continued this matter to July 13, 2016. 

 

On July 13, 2016, the Planning Commission adopted a Resolution that determined that the list of major public works projects from the Monterey County Capital Improvement Program (CIP) for FY 2016/2017 conforms to and is consistent with the 2010 Monterey County General Plan or the Local Coastal Program and 1982 General Plan as applicable.  Additionally, the Planning Commission requested that RMA staff return to the Planning Commission with a policy level report that identifies roadway level of service (LOS) deficiencies, as determined by the 2010 Monterey County General Plan and the 1982 General Plan, and how these CIP projects will be prioritized as it relates to these deficiencies.

 

FINANCING:

The CIP is funded with a wide variety of funding sources including: state, federal, local grants, Gas Tax, Transient Occupancy Tax, Enterprise Funds, Certificates of Participation and General Funds.  The $88 Million programmed in FY 2016-17 includes prior year allocations of state, federal, local and Capital funds.
