Report

RECOMMENDATION:

It is recommended that the Board of Supervisors:

a. Approve the Freeway Maintenance Agreements with Caltrans for the Salinas Road Interchange Project, Prunedale Improvement Project (PIP) and San Juan Road Interchange Project;

b. Authorize the Chair of the Board to execute the Freeway Maintenance Agreements; and

c. Direct the Director of Public Works to submit the fully executed Freeway Maintenance Agreements to the County Recorder for filing.

 

SUMMARY/DISCUSSION:

The California Department of Transportation (Caltrans) and the Federal Highway Administration, in cooperation with the Transportation Agency of Monterey County and the County of Monterey, have constructed safety and operational improvements along Highway 1 and Highway 101 in northern Monterey County.  The projects are the Salinas Road Interchange Project, PIP, and San Juan Road Interchange Project respectively.  To establish the roles and maintenance responsibilities of the County and Caltrans and the right-of-way relinquishment process, Freeway Maintenance Agreements are necessary for each project.

 

County staff is recommending the approval of the aforementioned Freeway Maintenance Agreements to establish the roles and maintenance responsibilities of both the County and Caltrans.

 

OTHER AGENCY INVOLVEMENT:

The Office of the County Counsel has approved the Freeway Maintenance Agreements as to form.

FINANCING:

The Freeway Maintenance Agreements will have no immediate financial impact on the Road Fund since the improvements along Highway 1 and Highway 101 were recently constructed and the vegetation planted is relatively new.  However, these Maintenance Agreements will result in new maintenance responsibilities for the County the Road Fund and as such, there will be an impact to the Road Fund.  The annual costs associated with freeway maintenance is estimated to be between $25,000 and $50,000, however for the current FY 2016-17 staff does not anticipate incurring any costs for maintenance for these areas.  Should there be maintenance requirements in FY 17, staff anticipates absorbing costs within the adopted budget for the Road Fund. Maintenance costs will be included in the FY 2017-18 Baseline Budget request for the Road Fund.  Section I Number 5 of the Salinas Road Interchange’s Cooperative Agreement (approved by the BOS on December 16, 2008) requires that the County accept relinquished frontage road and park and ride lot facilities.  Also, Number 8 of the PIP Freeway Agreement (approved by the BOS on August 28, 2007) requires that the County accept responsibility for these roads.  In addition, Number 6 of the San Juan Road Interchange Freeway Agreement (approved by the BOS on April 12, 2011) requires that the County accept responsibility for these roads.
