Report

RECOMMENDATION:

It is recommended that the Board of Supervisors:

a. Authorize the submittal of two (2) grant applications to the California Department of Transportation for Highway Safety Improvement Project grant funds, to upgrade guardrails at various locations within Monterey County and for crosswalks enhancements at Castroville Blvd at Elkhorn Road and Rio Rd at Via Nona Marie intersections;

b. Authorize the Resource Management Agency Director, or his designee, to act as the agent for the County in processing all documentation to secure these funds; and

c. Direct the Resource Management Agency to return to the Board for approval prior to acceptance of any grant award.

 

SUMMARY:

Approval of the recommended action will authorize the Resource Management Agency (RMA) to submit two (2) Highway Safety Improvement Project grant applications for 1) guardrail improvements at various locations in Monterey County and 2) crosswalk enhancements at the intersection of Castroville Boulevard and Elkhorn Road and at the intersection of Rio Road and Via Nona Marie.  Submittal deadline for the grant applications is on August 12, 2016.

 

DISCUSSION:

The Highway Safety Improvement Program (HSIP) provides funds for local agencies through a grant application process.  HSIP funds can be used to fund roadway safety improvements and are administered by the California Department of Transportation (Caltrans).

 

The HSIP requires a data-driven, strategic approach to improving highway safety on all public roads that focuses on performance.  The grant selection process evaluates proposed projects based on historic collision data and the anticipated collision reduction factor associated with the proposed improvements.

 

 

 

The Resource Management Agency proposes to submit two (2) Highway Safety Improvement Project grant applications, which are intended to fund the following safety improvements:

 

Upgrading guardrails at various locations within Monterey County along: San Juan Road, Carpenteria Road, Reservation Road, Outlook Drive, Carmel Valley Road, Laureles Grade, and Old Stage Road.

Cost: $600,000.

 

Crosswalk enhancements including:

Castroville Blvd and Elkhorn Road, install pedestrian activated overhead beacon and streetlights.

 

Rio Rd and Via Nona Marie, install rectangular rapid flashing beacons.

Cost: $ 244,500.

 

The Resource Management Agency is requesting a total of $844,500.  All of this work would be covered by the grants.

 

As a federally funded project, Caltrans will administer the grant under the County of Monterey’s Master Agreement Administering Agency-State Agreement for Federal-Aid Projects, Agreement #05-5944R approved by the Board on June 12, 2007.  A copy of this Agreement is attached.

 

The recommended action supports the Board of Supervisors’ Strategic Initiative for Infrastructure, “Meeting our Facilities, Water, Technology and Transportation Needs.”  The project will plan and develop a sustainable, physical infrastructure that improves the quality of life for County residents and support economic development results.

 

OTHER AGENCY INVOLVEMENT:

None.

 

FINANCING:

There is no impact to the General Fund or the Road Fund.  All costs associated with the proposed project would be covered by the grant.
