a.  Award a contract to Granite Rock Company, the lowest responsible and responsive bidder, for Peach Tree Road Bridge No 412, Project No.2201, State Project No. 05-142284L, Federal Aid Project No. STPLZ-5944(041) (“Project”), in the total amount of $1,423,356;

b.  Approve the Performance and Payment Bonds executed and provided by Granite Rock Company, Inc. and Western Surety Company;

e.  Authorize the Interim Director of Public Works and Facilities to execute a Certificate of Completion and record a Notice of Completion with the County Recorder when the Interim Director determines the contract is complete in all respects in accordance with the Plans and Special Provisions for the construction of the Peach Tree Road Bridge No 412, Project No.2201, performed by Granite Rock Company.

 

Report

 

RECOMMENDATION:

It is recommended that the Board of Supervisors:

 

a. Award a contract to Granite Rock Company, the lowest responsible and responsive bidder, for Peach Tree Road Bridge No 412, Project No.2201, State Project No. 05-142284L, Federal Aid Project No. STPLZ-5944(041), hereinafter “Project”, in the total amount of $1,423,356;

 

b. Approve the Performance and Payment Bonds executed and provided by Granite Rock Company and Western Surety Company;

 

c. Authorize a contingency, not to exceed ten percent (10%) of the contract amount, to provide funding for approved contract change orders;

 

d. Authorize the Interim Director of Public Works and Facilities to execute the contract, subject to the terms of the Public Contract Code, and approve change orders to the contract that do not exceed ten percent (10%) of the original contract amount, and do not significantly change the scope of work; and

 

e. Authorize the Interim Director of Public Works and Facilities to execute a Certificate of Completion and record a Notice of Completion with the County Recorder when the Interim Director determines the contract is complete in all respects in accordance with the Plans and Special Provisions for the construction of the Peach Tree Road Bridge No 412, Project No.2201, performed by Granite Rock Company.

 

SUMMARY/DISCUSSION:

On May 17, 2016 the Board of Supervisors adopted the Plans and Special Provisions for the Project and authorize the Interim Director of Public Works and Facilities to advertise the “Notice to Bidders” to solicit bids for the construction of the project.

 

A “Notice to Bidders” was duly advertised in a newspaper of general circulation per Public Contracts Code Section 20150.8.  On June 13, 2016, bids were received and opened for the Project.  Granite Rock Company is the apparent low bidder for the Project with an amount of $1,423,356.  Although the low bid is approximately 34% over the Engineer’s Estimate of $1,060,803, staff coordinated with Caltrans staff to secure the additional federal and state funding needed to cover the additional construction costs.

 

The proposed Project replaces the existing seismically deficient bridge on Peach Tree Road over Pancho Rico Creek, which is located east of San Ardo in southern Monterey County.  The proposed Project involves the installation of a new single clear span bridge over Pancho Rico Creek with a structure that will meet current California Department of Transportation (Caltrans) seismic standards.  The existing bridge was constructed in 1955, and is approximately 17 feet wide and 59 feet long and does not meet current design or seismic safety standards.  The new bridge will be approximately 28 feet wide and 80 feet long and will clear-span Pancho Rico Creek.  The new bridge will be supported by two (2) abutments, one (1) on each side of the creek, outside of the creek channel.

 

Approval of the actions above is consistent with the Board’s Strategic Initiatives for Infrastructure Key Objective:

#1 Improve the conditions of County Roads and Bridges

#12 This project is included in the proposed Capital Improvement Program Five Year Plan FY 2016-17 through 2020-2021 scheduled for Board of Supervisors approval on July 26, 2016.

 

OTHER AGENCY INVOLVEMENT:

The Resource Management Agency worked closely with Caltrans Local Assistance Office during the development of this project.  The Office of the County Counsel and Contracts/Purchasing attended the bid opening and reviewed the low bid for conformance with applicable regulations.  The Office of the County Counsel, Auditor-Controller, and Risk Management, have reviewed and approved the Contract as to form and legality, fiscal terms, and insurance provisions, respectively.

 

FINANCING:

There is no impact to the General Fund.  The total estimated Project cost, including project management, engineering, utility relocation and construction is $3,052,118, which is primarily funded by Federal highway Administration (FHWA) funds, and State Seismic funds, and Prop 1B funds.  Additional funding from local revenue (gas tax) in the amount of $263,313 was also used in previous phases of the Project.  Cal Trans has committed to provide additional funds Federal and State funds, included in the project budget above, to cover the increase in construction costs resulting from the bids exceeding the engineering estimate.  These additional funds will fully fund the construction phase of this project.  Sufficient appropriations are available in the Road Fund FY 2016-17 Adopted Budget (Fund 002, Subfund HORC, Unit 8195, RMA012) to finance the construction phase of the Project.
