RECOMMENDATION:

It is recommended that the Board of Supervisors:

a. Approve and authorize the Director of the Department of Social Services to sign an agreement with Franciscan Workers of Junipero Serra for $277,087 to continue expanded operations of the Dorothy’s Place Drop-In Center and case management services 10.5 hours per day, 7 days per week for the period retroactive to July 1, 2016 through June 30, 2017; and

b. Authorize the Director of the Department of Social Services to sign up to (3) amendments to this agreement where the total amendments do not exceed 10% ($27,708) of the original contract amount, and do not significantly change the scope of work. 

 

SUMMARY/DISCUSSION:

On June 21, 2016, your Board approved to support the expansion of homeless services as part of the adoption of the 2016-2017 budget. As the shortage of affordable housing and access to living wages continues to hinder efforts in addressing homelessness in our community, it is important to invest and grow existing programs to serve beyond emergency shelter to include day services such as basic hygiene resources and case management. Franciscan Workers of Junipero Serra operates the Dorothy's Place Drop-In Center which has traditionally provided services 4 hours/day, 5 days/week but had temporarily expanded services due to increased need in the Salinas “Chinatown” area.

This agreement will allow expanded operations of the Dorothy's Place Drop-In Center to continue beyond a temporary need. The expanded hours of operations will serve homeless in need 10.5 hours/day, 7 days/week. This extension of hours will provide for a warm, dry shelter during the day with meals, showers, restrooms, laundry, mail, phone, clothing, and hygiene supplies in the same facility. This shelter provides day time access to hygiene and washing facilities where little to no resources currently exists. It also provides for expanded case management services and Vulnerability Assessment (VI-SPDAT) to connect vulnerable homeless residents with the Coordinated Assessment and Referral System (CARS) with the goal of using the services as motivation for some to seek a way out of encampment living. Expanding service hours beyond basic emergency needs presents an opportunity to engage families and individuals and begin meaningful work that may lead down a path out of homelessness. This work also represents significant steps forward on the Lead Me Home, 10 Year Plan to End Homelessness.

This agreement was delayed until funding for the project was approved.

OTHER AGENCY INVOLVEMENT:

The Auditor-Controller and Purchasing have reviewed and approved this agreement. County Counsel has approved the agreement as to form.

 

FINANCING:

This agreement is funded with County General Fund contributions. Sufficient appropriations  in SOC004 are included in the FY 2016-17 Adopted Budget. There is no additional impact to the County General Fund contributions.
