RECOMMENDATION:

It is recommended that the Board of Supervisors:

Approve and authorize the Contracts/Purchasing Officer or Contracts/Purchasing Supervisor to execute an Agreement with the City of Gonzales (“City”) in the amount of $19,175.00, with a retroactive start date of July 1, 2016 through December 31, 2016 for the development of materials (e.g., informational briefs, checklists, templates) for inclusion of a Health Element into the City’s General Plan which will be used by the Monterey County Health Department (MCHD) for developing Health Elements for use in the general plans of other public entities.

 

SUMMARY/DISCUSSION:

The Monterey County Health Department recommends the approval of an Agreement for $19,175.00 with the City of Gonzales which is going to be developing materials (e.g., informational briefs, checklists, templates) for the inclusion of a Health Element into their General Plan. Materials provided to MCHD will then be shared with other local communities for the intention of modeling the approach and having Monterey County and other cities consider the development and incorporation of Health Elements into their General Plans.

 

The City of Gonzales will utilize best practices for their data collection and tool development to include: research of other City and County Health Elements, community engagement practices, and a Health in All Policies framework. They will have their staff work closely with the Health in All Policies Manager and other members of the Planning, Evaluation and Policy Unit to ensure that the Health Element includes aspects proven to enhance resident’s quality of life.

 

This work supports the following Monterey County Health Department 2011-2015 strategic plan initiatives: 1) Empower the community to improve health through programs, policies, and activities. It also supports one or more of the ten essential public health services, specifically: 5) Develop policies and plans that support individual and community health efforts.

 

OTHER AGENCY INVOLVEMENT:

County Counsel and Auditor-Controller have reviewed and approved the Agreement as to legal form and fiscal provisions, respectively.

 

FINANCING:

This Agreement is included in the Health Department's Fiscal Year 2016-17 Adopted Budget (4000-HEA014-8438). There is no impact to the County General Fund.
