SUMMARY/RECOMMENDATION:

 

Authorize the Auditor-Controller to transfer $485,618.00 for the FY 2016-17 from Library, Fund 003, Appropriation Unit LIB 001 to Fund 401, Appropriation Unit RMA 004, where Library has sufficient appropriation available in the adopted budget to cover the transfer (4/5ths vote required).

 

SUMMARY:

 

The San Lucas Branch Library Project is a large project undertaken by the Monterey County Free Libraries and the Resource Management Agency. The scope of the project includes the purchase of the existing .26 acre Library site, the removal of existing buildings, the construction of a new 1200 square foot building with a solar photovoltaic system, construction of two outdoor trellis patio covers for outdoor programming, the design and implementation of  Leadership in Energy and Environmental Design (LEED) upgrades for LEED Silver certification, and the purchase of furniture, computers, supplies, and library materials to serve the community.  Additionally, the project included necessary soil remediation, identified through a Phase II environmental site assessment (ESA).

 

Groundbreaking and the building process commenced in May 12, 2016. Construction is underway and is expected to be completed in December 2016.

 

The total funding amount for this project is $1,648,636, as more fully explained in the attached project budget. In addition to government moneys, over the years, Monterey County Free Libraries received significant donations and grants from private donors, nonprofit and governmental entities contributing to the financing of the San Lucas Library Project. The recommended action - the transfer in the amount of $485,618.00 from the Library Fund to the Public Works San Lucas Project account - completes the financing needed for the project.

 

OTHER AGENCY INVOLVEMENT:

The proposed action has been collaborated on and reviewed by the Resource Management Authority - Public Works Division. The Auditor-Controller’s Office and County Counsel approved the document as to fiscal terms.

 

 

FINANCING:

The sources of financing for the San Lucas Library as outlined in an exhibit with this report are the Library Fund balance, Foundation for Monterey County Free Libraries, private donations and grants.

 

The total amount of financing for this project is $1,648,636 which will now be secured in the San Lucas Library Public Works account, following the completion of the recommended action.

 

Funds have been included in the current FY 2016-17 Library Budget and appropriations modified accordingly.
