RECOMMENDATION:
It is recommended the Board of Supervisors:
Authorize the Deputy Purchasing Agent for Natividad Medical Center (NMC) or his designee to execute Renewal and Amendment No. 5 to the Agreement with UHS Surgical Services (UHS) for the provision of Cryotherapy, Laser Guided Imagery and Lithotripsy services, retroactive to July 1, 2016, to extend the Agreement term for six (6) additional months, for a revised full term of April 15, 2009 through December 31, 2016 with no change to the total Agreement amount of $205,000.
SUMMARY/DISCUSSION:
UHS Surgical Services has provided Cryotherapy, Laser Guided Imagery and Lithotripsy services for NMC since April 2009. Cryotherapy is the application of extreme cold to treat both benign and malignant lesions of various organs of the body such as the prostate or uterus. Using either nitrogen or argon gas, introduced into the organ, causes crystallizing (freezing) of the liquid found inside the cells. Cryotherapy decreases cell growth, increases normal cell survival and decreases inflammation and pain. Laser guided imagery can be used during cryotherapy procedures whereby the physician uses computed tomography (CT) to assist with the treatment. Lithotripsy is a medical procedure used to treat certain types of kidney stones and stones in other organs, such as the liver or the gallbladder. Lithotripsy uses sound waves to break up large stones into smaller pieces. The procedure is noninvasive as opposed to surgery and it provides an easier recovery period for the patient.
NMC is currently in the process of negotiating a new services agreement with UHS Surgical Services. NMC had intended to establish the new agreement with UHS by July 1, 2016 to replace the 2009 agreement which expired on June 30, 2016. Due to several months of extended negotiations pertaining to risk provisions in the new agreement, the new Agreement still continues to be under negotiation. NMC anticipates that the new Agreement will not be in place for at least three more months. Therefore, NMC is requesting the BOS approve this Renewal and Amendment No. 5 retroactive to July 1, 2016 to allow for services to continue while NMC continues to negotiate a new Agreement with UHS.
OTHER AGENCY INVOLVEMENT:
County Counsel has reviewed and approved this Renewal and Amendment No. 5 as to legal form and reviewed risk provisions, and the Auditor-Controller has reviewed and approved as to payment provisions.
FINANCING:
There is no additional cost associated with this Renewal and Amendment No. 5. Funding in the amount of $45,000 was included in the Fiscal Year 2016-17 Adopted Budget for these services. There is no impact to the General Fund.
