RECOMMENDATION:
It is recommended that the Board of Supervisors:
Approve and authorize the Director of the Department of Social Services to sign an agreement with Department of Health Care Services (DHCS) to ensure the privacy and security of the Medi-Cal Personally Identifiable Information (PII) from date of execution through September 1, 2019.
SUMMARY/DISCUSSION:
The Federal Social Security administration (SSA) requires that Department of Health Care Services (DHCS) and counties have an agreement to ensure the security and privacy of Medi-Cal Personally Identifiable Information (PII). Monterey County Department of Social Services views SSA information during the Medi-Cal eligibility determination process.
Because the incorporated exhibits to the Agreement are highly sensitive and confidential, DHCS has directed that these exhibits cannot be disclosed publically, but instead provided electronically to DHCS.
The Department recommends approval of this agreement to ensure the continued transmission of PII information between Monterey County and DHCS as part of the Medi-Cal eligibility determination process for county residents.
OTHER AGENCY INVOLVEMENT:
County Counsel has reviewed and approved this agreement.
FINANCING:
Approval of this action has no impact on the County General Fund.
