RECOMMENDATION:

It is recommended that the Alternative Energy & Environment Committee:

a.  Receive a report on the Go Green! Monterey County Work Plan; and

b.  Provide direction to staff as appropriate

 

SUMMARY:

The Go Green! Monterey County Work Plan outlines the activities and roles of the Go Green! Program for the next three fiscal years through FY 2018-19. In addition, the Work Plan provides information on sustainability efforts currently being undertaken by various departments throughout the County and projects that could be implemented in the future. Under the guidance of the Alternative Energy and Environment Committee, the formation of the Work Plan has been made possible through the collaborative efforts of Monterey County staff members from various departments and with help from the Go Green! Technical Advisory Committee. The Go Green! Work Plan was created to help Monterey County achieve its sustainability goals, to support the existing sustainability initiatives already in place by the County, and to advance the County’s sustainability efforts.

 

DISCUSSION:

This Go Green! Work Plan provides guidance and transparency to the Go Green! Program efforts; both in terms of how the program will be structured, as well as the projects that are proposed to be the main focus of the Program. In addition, this document showcases the progress of the Monterey County organization’s sustainability efforts and proposes future projects that the Go Green! Program could be involved in, given the direction and guidance from the AEE, the Monterey County Board of Supervisors, the Go Green! Technical Advisory Committee, and other executive Monterey County staff.

 

The three Program Areas outlined in the Work Plan are intended to categorize all projects or initiatives that the Go Green! Program will focus on. The three program areas include: 1) Resource Conservation, Climate Adaptation, and Pollution Reduction; 2) Organization-wide Culture Shift; and 3) Community Outreach and Education.

 

In addition to the Program Areas, the Go Green! Work Plan also provides an overview of what Key Program Projects the Green! Program will focus efforts on through Fiscal Year 2018-19. The Work Plan provides important information for each project, explaining what the objectives, outcomes, and outputs are for each project, who will be involved, when these projects will take place, and for how long. The Key Program Projects proposed in the Work Plan include the following: Monterey County facilities Solar Project, Municipal Climate Action Plan (MCAP) Indicator Tracking and Update, Monterey Bay Community Power Project Investigation, and Monterey County Electric Vehicle (EV) Program.

 

Furthermore, the Go Green! Work Plan identifies current sustainability projects, initiatives, and strategies from various Monterey County Departments. The matrix in this section is the first step for the Go Green! Program to monitor, track, and at times coordinate or collaborate on various sustainability activities, which have been categorized in one of the three Go Green! Program Areas. Lastly, the Work Plan provides information regarding potential future projects and collaborations for the Go Green! Program and other Monterey County Departments.

 

The Go Green! Monterey County Work Plan aims to provide guidance to the Go Green! Program activities. However, it also serves to support the work that the County has already done, as well as supporting the Monterey County Sustainability Goals and the MCAP goals to reduce greenhouse gas emissions by 15% from the 2005 baseline by 2020. The Go Green!

 

OTHER AGENCY INVOLVEMENT:

Various County departments have been, and will continue to be involved in sustainability efforts and the Go Green! Program including (but not limited to) the Resource Management Agency, Fleet, Agricultural Commissioner, Health Department, Economic development, Information Technology, as well as the Association for Monterey Bay Area Governments Energy Watch Program.

 

FINANCING:

Monterey County’s Go Green! Program is funded in County Administrative Office - Department 1050 Intergovernmental & Legislative Affairs Division - Unit 8054.  Approval of the Go Green Monterey County Work Plan will not result in additional general fund contributions.
