RECOMMENDATION:
It is recommended that the Budget Committee receive the report of the Hall Road culvert repair and Laureles Grade slide repair.
SUMMARY:
During March 2016 rain events several County roads experienced storm damage that required immediate action to maintain the roads open to traffic and safeguard the safety of the motorist. This report outlines the expenditures incurred for the Hall Road culvert repair and Laureles Grade slide repair.
DISCUSSION:
On March 21, 2016, RMA staff was called out to the Community of Las Lomas to investigate a sharp dip in the westbound lane of Hall Road. Upon review of the site, it was apparent that a corrugated-metal pipe carrying storm water across the road had collapsed. The culvert pipe was an arch pipe measuring 49-inch by 33-inch in diameter and 150 feet in length. Given the number of underground utilities lines in the immediate vicinity of the culvert, a number of water lines and sewer lines were also at risk of being affected. The cost to replace the culvert and related work was initially estimated at $200,000. However, as indicated in the table below, the costs were higher than anticipated due to a number of unmarked utilities that where uncovered during the trenching of the road. These unmarked utilities considerably slowed the progress of the work. The work was completed by Granite Construction Company.

On March 29, 2016, RMA staff discovered a slipout/slope erosion on Laureles Grade approximately 1.1 miles north of Carmel Valley Road, between Miramonte Road and South View Lane. The road runoff had eroded the roadway slope and had begun to undermine the roadway pavement. The slope was repaired and stabilized with retaining wall anchored with soil nails driven into the cut slope. The cost to replace the slope and related work was initially estimated at $400,000. The work was completed by Granite Rock Company and SeaPac Engineering, Inc. The costs for the project are as follows:

FINANCING:
Funding for the Hall Road repair was included in the FY 2015-16 Adopted Budget for the Facilities Master Plan Implementation Projects Fund (Fund 404 Unit 8174) as part of the Las Lomas Drainage Project (Project No. 1723). The Laureles Grade slide repair was funded by the $2.2 million TOT funds allocated by the Board of Supervisors on May 10, 2016, for the projects identified in the 2016 Winter Storm Events Report. Appropriations are available for the storm repair in RMA FY 16-17 Budget for Fund 002, Unit 8195 RMA012.
