Title: a. RECOMMENDATIONS:

It is recommended that the Board of Supervisors:

a.                     Approve Amendment No. 5 to Professional Services Agreement, MYA #3000*192, with Twining, Inc. to  continue to provide services associated with on-call geotechnical engineering services as it relates to the Seal Coat Fiscal Year 2016-2017 Project to update the Fee Schedule with no associated dollar amount increase to the Agreement’s not to exceed amount of $150,000 and to extend the expiration date from September 1, 2016 for an additional six (6) months through March 1, 2017, for a revised term from September 1, 2011 to March 1, 2017; and

b.                     Authorize the Contracts/Purchasing Officer or Contracts/Purchasing Supervisor to execute Amendment No. 5 to the Professional Services Agreement.

 

SUMMARY:

Over the last five (5) years, the County of Monterey’s Resource Management Agency (RMA) has established several on-call agreements by prequalifying multiple professional firms in specialized fields.  The purpose of having on-call consultants is to expedite the procurement process when needing specialized expertise from a professional firm when County staff lacks the expertise or when the volume of work exceeds RMA’s capacity.  These on-call agreements are utilized across the RMA, and at times used by other County Departments, for specialized expertise in operations and specific facility and capital projects. 

 

DISCUSSION:

The RMA desires that Twining, Inc. (Twining) continue to provide services associated with on-call geotechnical engineering services specifically in relation to the Seal Coat Fiscal Year (FY) 2016-2017 Project (Project). This year’s Project proposes to apply chip seal on various County roads consistent with the Pavement Asset Management Plan and Annual Maintenance Plan.  RMA will utilize Twining’s expertise to perform quality control on the materials used for the Project. 

 

Approval of Amendment No. 5 to the Professional Services Agreement (PSA) with Twining will update Twining’s Fee Schedule and extend the expiration date from September 1, 2016 to March 1, 2017 (beyond the anticipated five (5) year PSA term allowed per Request for Qualifications (RFQ) #10249 for a total term of five (5) years, six (6) months) to allow the RMA to utilize Twining’s services for the Project. 

 

This will be the last amendment to this PSA.  The RMA has recently solicited for on-call geotechnical engineering services and is currently going through the consultant selection process.  The RMA plans to award selection of firm(s) to provide these services by Fall 2016.

 

Attachment A provides a summary of the PSA to date.

 

OTHER AGENCY INVOLVEMENT:

The Office of the County Counsel and Auditor-Controller Office have reviewed and approved Amendment No. 5 as to form and legality, and fiscal provisions, respectively.

 

FINANCING:

The cost associated with the use of Twining is contained in the approved budget allocation for the Project.  Sufficient appropriations are included in the FY 17 Road Fund Budget (Fund 002, Sub Fund HORC, Unit 8195, Appropriation Unit RMA012) to finance services provided under Amendment No. 5.
