RECOMMENDATION:

It is recommended that the Board of Supervisors:

Approve and Authorize the Registrar of Voters to execute Agreement Number 16G30114 with the Secretary of State's office for the provision of Help America Vote Act (HAVA) services through June 30, 2021.

 

SUMMARY/DISCUSSION:

Agreement Number 16G30114 permits the County to be reimbursed in the amount of up to $326,196.39 for lease and purchase of voting systems software and hardware through the Secretary of State (SOS), which received federal funds under the State Agreement for the provision of Help America Vote Act (HAVA) services pursuant to HAVA Section 301.

 

Additionally, the County may use a portion of the remaining funds for the improvement of election administration pursuant to HAVA Section 251, upon written authorization from the Election Administration Commission.

 

Copies of the Agreement are on file with the Clerk of the Board and as attachments to this report.

 

OTHER AGENCY INVOLVEMENT:

The requested State Standard Agreement has been reviewed and approved by County Counsel as to form.

 

FINANCING:

Elections is not requesting increased estimated revenue or appropriations, as no voting system has been vetted yet nor have the funds been utilized nor received from the Secretary of State, as the funding/reimbursement is only made from the SOS at the time of purchase/lease. When the intended products are identified the purchasing/lease contracts will be brought back to the Board and a request to modify/adjust revenue and appropriations will be made at that time. There will be no cost to the County General Fund associated with the recommendation at this time.
