Title: a. RECOMMENDATION:

It is recommended that the Board of Supervisors:

a.                      Approve and authorize the Director of Health or Assistant Director of Health to execute a Mental Health Services Agreement with Catholic Charities/CYO of the Archdiocese of San Francisco-dba St. Vincent's School for Boys in San Francisco, CA for the provision of Mental Health Services for Monterey County boys between the ages of 7 and 18, in the amount of $208,126 for Fiscal Year (FY) 2016-17, $208,126 for FY 2017-18, and $208,126 for FY 2018-19, for a total Agreement amount not to exceed $624,378 retroactive to July 1, 2016 through June 30, 2019; and

SUMMARY

This new Mental Health Services Agreement with Catholic Charities/CYO of the Archdiocese of San Francisco-dba St. Vincent's School for Boys replaces Agreement A-12641 which expired on June 30, 2016.  Catholic Charities-dba St. Vincent's School for Boys is a 60 bed, Level 12 residential treatment center for boys between the ages of 7 and 18.  St. Vincent’s will provide Medication Support, Case Management, Therapeutic Behavioral Services, Individual Therapy, Collateral, Assessment, Plan Development, and Individual and Group Rehabilitation to Monterey County Medi-Cal eligible youth in accordance with the client's individual education plan and other identified needs. 

 

Catholic Charities-dba St. Vincent's School for Boys provides services to voluntary or juvenile dependents and wards with severe emotional and behavioral disturbances with a diagnosis indicating mental impairment, substantial impairment in the areas of self-care, family relationships, and community/school functioning, and a history of severe acting out episodes, self-destructive behavior, or a history of inpatient hospitalization. 

 

The ultimate goal for each client is determined in collaboration with the client, his family, his referral agency and the treatment team.  Program goals aim to move the client out of group care and into a biological or foster family setting.  Secondary goals are the alleviation of suffering, the establishment of new and more effective coping skills, the establishment of helpful relationships and the exploration of a more permanent living arrangement which meets the needs of the client.

 

DISCUSSION

This new Agreement allows for two placements in St. Vincent’s Mental Health Services program, retroactive to July 1, 2016 through June 30, 2019.

 

This Agreement is delayed in being brought before your Board due to several factors including lengthy contract negotiations and fiscal year-end workload issues. This Agreement contains the County’s standard 30-day “no cause” provision (Section IV, B) and an additional defunding provision (Section IV, D), which provides the County the ability to amend or terminate the Agreement in the event of a reduction and/or termination of funding.

 

This work supports the following Monterey County Health Department 2011-2015 strategic plan initiative: 3) Ensure access to culturally and linguistically appropriate, customer-friendly, quality health services.  It also supports one of the ten essential public health services, specifically: 7) Link people to needed personal health services and assure the provisions of health care when otherwise unavailable.

 

OTHER AGENCY INVOLVEMENT:

County Counsel and Auditor-Controller have reviewed and approved this Agreement as to legal form and fiscal provisions, respectively. A copy of this Agreement is on file with Clerk of the Board.

 

FINANCING:

This Agreement is funded by Mental Health Federal Financial Participation (MH FFP) funding (40%), and Medi-Cal Early & Periodic Screening, Diagnosis & Treatment (EPSDT / 2011 Realignment) funding (60%).  The funds for this Agreement ($208,126) are included in the Health Department’s Behavioral Health (HEA012, Unit 8410) Fiscal Year (FY) 2016-17 Adopted Budget.  The funds for this Agreement for FY 2017-18 ($208,126) and FY 2018-19 ($208,126) will be included in the Health Department’s Behavioral Health (HEA012, Unit 8410) FY 2017-18 and FY 2018-19 Requested Budgets.
