RECOMMENDATION:
It is recommended that the Board of Supervisors:
a) Approve amended response to the 2015 - 2016 Monterey County Civil Grand Jury Interim Final Report: “Housing Homeless Women”; and
b) Direct the County Administrative Officer to approved amended response with the Presiding Judge of the Superior Court, County of Monterey, by September 13, 2016.
SUMMARY:
The 2015 - 2016 Monterey County Civil Grand Jury Interim Final Report: “Housing Homeless Women” was issued on June 14, 2016. By law, the Board of Supervisors and elected County officials are required to respond to specific findings and recommendations as directed therein. Within 90 days of report issuance, on or before September 13, 2016, the Board’s response must be filed with the Presiding Judge of the Superior Court, County of Monterey.
The County Administrative Office prepared the recommended response to the 2015 - 2016 Monterey County Civil Grand Jury Final Report “Housing Homeless Women”; on behalf of the Board of Supervisors. On August 30, 2016, the Board of Supervisors approved the response, requesting additional information, to Grand Jury Interim Final Report “Housing Homeless Women”; and directed staff to return to the Board for final approval. Several members of the 2015 - 2016 Monterey County Civil Grand Jury were present when the Board considered approving the response to the Grand Jury Interim Final Report “Housing Homeless Women”. Attached are two copies of the Grand Jury Response: 1) a redlined version which reflects the changes directed by the Board; and 2) a clean version to submit to the Presiding Judge of the Superior Court, County of Monterey.
The Board of Supervisors’ approved response should be deemed by the Monterey County Civil Grand Jury and the Presiding Judge of the Superior Court, County of Monterey, as the response of the Board of Supervisors to those issues raised by the Jury regarding “Housing Homeless Women” by the Monterey County Department of Social Services, Economic Development, CAO and County Counsel.
OTHER AGENCY INVOLVEMENT:
The County Administrative Office coordinated preparation of the recommended response to the 2015 - 2016 Monterey County Civil Grand Jury Final Report: “Housing Homeless Women” with the assistance, input and appropriate review by the following County departments: Department of Social Services, Economic Development, CAO and County Counsel.
Members of the 2015 - 2016 Monterey County Civil Grand Jury and the 2016 Presiding Judge were invited to attend the Board of Supervisors hearing on this matter.
FINANCING:
There are no fiscal impacts to the General Fund with this recommendation.
