RECOMMENDATION:
It is recommended the Capital Improvement Committee receive a quarterly report on Resource Management Agency Capital Improvement Projects for the period ending June 30, 2016.
SUMMARY/DISCUSSION:
The Resource Management Agency (RMA) staff administers capital projects for Monterey County. The attached FY 2015-16 Capital Improvement Projects Status Report provides a summary for 37 capital projects totaling over $356 million: 23 Road and Bridge ($147.2 million), and 14 Facilities ($208.4 million) and includes project costs, development phase, and status. During this quarter, one project was completed. Of the remaining 36 projects in progress: 7 are under construction and 29 are in the Design/Environmental Phase. The following project narrative provides updates on completed projects and projects with significant activity during the reporting period of April 1, 2016 through June 30, 2016.
COMPLETED PROJECTS
Energy Efficiency Measures - Phase I
This project consisted of various improvements to County facilities to reduce energy consumption and greenhouse-gas emissions in a 5-year phased program. Improvements schedule for fiscal year 2015/2016 were completed during this quarter.
PROJECTS WITH SIGNIFICANT ACTIVITY
Castroville Bicycle/Pedestrian Path and Railroad Overcrossing
The project consists of the construction of a bicycle/pedestrian facility to connect the Community of Castroville to Castroville Boulevard. The project includes a bicycle/pedestrian path along Salinas Road from McDougall to Axtell, a bicycle/pedestrian bridge over the Union Pacific Railroad track, and a path from the end of the bridge to Castroville Boulevard. Final Design was completed and easement acquisition finalized. Construction is anticipated to begin next quarter.
Chualar Sidewalks
The project consisted of installing sidewalks and pedestrian ramps along Jackson Street, Lincoln Street, and Grant Street. The project was funded by a Community Development Block Grant (CDBG) administered by the County of Monterey Economic Development Department. The construction work for the project is scheduled to be completed in third quarter of this year.
East/West Wing Renovation
This project consists of the complete renovation to the East/West Wing of the former Monterey Courthouse in Salinas. The full project status is provided in a separate quarterly report by the County Administrative Office.
Highway 1 Climbing Lane, Carmel Valley Road to Rio Road
This project will improve traffic operations on Highway 1 from Rio Road to Carmel Valley Road by constructing a climbing lane on northbound Highway 1. The negotiations with the State Parks for utility relocations are underway. PG&E has been notified about the utility conflict along Highway 1 and the need to relocate the overhead power lines. The construction phase of the project is proposed to be funded by Regional Surface Transportation Program (RSTP) funds due to the shortfall in Surface Transportation Improvement Program (STIP) funds. The project is scheduled to bid in the winter of 2016, pending relocation of PG&E utility lines.
Jail Housing Addition
This project status is provided in a separate quarterly report.
Jail Security Improvements
The project consists of an evaluation study with recommended best practices for suicide prevention, and safety/violence reduction (video surveillance) measures. The study concluded during this quarter. The vulnerability/suicide prevention work is complete. The safety/violence reduction portion of the work identified in the study is currently under construction.
Laureles Grade Slope Repair
The project consists of repairing the roadway slope under Laureles Grade at milepost 1.1. The slope, damaged by the winter rains, required the construction of retaining wall anchored into the hillside with 15-30 foot soil nails. The retaining wall has been constructed and roadbed stabilized, however, the guard railing is on order and scheduled to be installed in the third quarter of this year.
New Juvenile Hall
This project status is provided in a separate quarterly report.
Peach Tree Road Bridge Replacement
The project consists of replacing the existing bridge over Pancho Rico Creek. Construction bids were solicited starting in May and the bids were opened on June 13th. The Board is scheduled award the project to Granite Rock Company, the apparent low bidder, on July 26th. Construction is scheduled to begin on August 15, 2016.
San Ardo Landfill Cap Repair
The project consisted of regarding and stabilizing the soil cap over the former San Ardo Landfill site. The project also upgraded the stormwater drainage system to minimize the water infiltration into the landfill and minimize soil erosion of the soil cap. The construction work for the project is now complete with the exception of the hydroseeding, which is scheduled to be completed in the fall.
San Lucas Branch Library
The project consists of the construction of a new 1,160 square feet single story library facility in the community of San Lucas. The project began construction with mobilization occurring during this quarter.
Schilling Place Tenant Improvements
This project status is provided in a separate quarterly report by the County Administrative Office.
OTHER AGENCY INVOLVEMENT:
This report will be presented to the Budget Committee on August 31, 2016.
FINANCING:
The attached FY 2015-16 Capital Improvement Projects Status Report provides a summary list of capital projects including project costs, development phase, and status. The aggregate value of the Road and Bridge projects is $147.2 million with a $26.8 million funding gap (unsecured) and the aggregate value of the Facilities Capital projects is $208.4 million with a $480,467 funding gap (unsecured).
