a. Approve and authorize the Director or Acting Director of Information Technology to execute an Agreement with Cenergy International Services LLC., for support and maintenance of the Solar Winds network monitoring software and the purchase of an additional 500 licenses, in the amount of $20,134.24 for the period of September 1, 2016 to August 31, 2017;
b. Accept non-standard provisions as recommended by the Acting Director of Information Technology; and
c. Authorize the Director or Acting Director of Information Technology to sign extensions for up to two (2) additional one year periods as needed by the Information Technology Department provided the increases in the renewal are limited to not more than 10% of the original annual cost and with the approval of County Counsel.

RECOMMENDATION:
It is recommended that the Board of Supervisors:
a. Approve and authorize the Director or Acting Director of Information Technology to execute an Agreement with Cenergy International Services LLC., for support and maintenance of the Solar Winds network monitoring software and the purchase of an additional 500 licenses, in the amount of $20,134.24 for the period of September 1, 2016 to August 31, 2017;
b. Accept non-standard provisions as recommended by the Acting Director of Information Technology; and
c. Authorize the Director or Acting Director of Information Technology to sign extensions for up to two (2) additional one year periods as needed by the Information Technology Department provided the increases in the renewal are limited to not more than 10% of the original annual cost and with the approval of County Counsel.

SUMMARY/DISCUSSION:
Cenergy International Services LLC. (Cenergy), is a network management system for the County network. It manages and monitors for configuration changes, utilization of devices, response times and other critical information. This monitoring allows for early detection of any issues with the network. It is the only system that provides “State of the System” information to Information Technology (IT) staff. If the system detects an issue, it will send an alert to specific personnel at IT who can focus their attention on resolution. The additional 500 licenses will allow for continued monitoring as the County network grows.
The proposed Agreement is non-standard for the County, but is a standard agreement used by Cenergy which is accepted by other governmental bodies. Based upon the County’s past experience with this company, the Acting IT Director is recommending approval of the Agreement.
OTHER AGENCY INVOLVEMENT:
County Counsel and Risk Management have reviewed the agreement and cannot approve it due to the following non-standard provisions: non-standard termination provisions.
FINANCING:
The funds for payment of this Agreement have been included in the FY 16-17 Approved Budget for Information Technology Department, ITD 1930, Unit 8436. Appropriations Unit INF002.
