c.  Authorize the Auditor-Controller to increase appropriations and estimated revenues in the Sheriff’s Office, Budget Unit 001-SHE001-8242 for FY2016-17 in the amount of $17,607.

RECOMMENDATION:

It is recommended that the Board of Supervisors:

 

a.                     Approve and Authorize the County Administrative Officer to sign the joint application being submitted to the United States Department of Justice by the City of Salinas and the County of Monterey for the Edward Byrne Memorial Justice Assistance Grant (JAG) Program FY 2016; and

b.                     Approve and Authorize the County Administrative Officer to sign a Memorandum of Understanding (MOU) between the City of Salinas and County of Monterey outlining the joint operation of the JAG grant; and

c.                     Authorize the Auditor-Controller to increase appropriations and estimated revenues in the Sheriff’s Office, Budget Unit 001-SHE001-8242 for FY2016-17 in the amount of $17,607.

 

 

SUMMARY:

Monterey County and the City of Salinas have a successful history of collaboration on the submission of joint applications for the Edward Byrne Memorial Justice Assistance Grant. The City of Salinas has agreed to act as fiscal agent for the grant, and manage JAG funds at no cost to the grant. As fiscal agent, Salinas prepares all quarterly and annual report of the grant. Their level of support is memorialized in the attached MOU.

 

The County allocation of the grant alternates between being awarded to the District Attorney’s Office for two (2) years and the Sheriff’s Office for two (2) years. Fiscal year 2016-17 marks the beginning of the two (2) year cycle of funding for the Sheriff’s Office. The MOU states that the Sheriff’s portion of the grant will be expended to replace mobile computers and keyboards in patrol vehicles.

 

The actual amount of the grant was not known at the time of budget construction (Dec. 2015-Jan. 2016), therefore the Sheriff’s Office is asking for an increase in appropriations and revenues of $17,607 to be able to utilize the grant funding once received.

 

The Sheriff’s Office relies on several State and Federal grant funding sources to provide a portion of the financial support needed to enhance its ability to provide service to the citizens of Monterey County.

 

A copy of this MOU is on file with the Clerk of the Board.

 

OTHER AGENCY INVOLVEMENT:

County Counsel has approved the agreement as to legal form, and the Auditor-Controller has reviewed for fiscal provisions. The Salinas City Council adopted and executed this MOU at its August 16, 2016 meeting.

 

FINANCING:

The Sheriff’s Office is requesting an increase in appropriations limit and revenues in the amount of the grant funding, $17,607, to allow the Office to expend funds and meet the conditions of the MOU.   There will be no increase in General Fund Contribution as a result of this Board action.
