Title: a. RECOMMENDATION:

It is recommended that the Board of Supervisors:

a.                     Approve and authorize the Director of Health or Assistant Director of Health to execute a one (1) year Memorandum of Understanding (“MOU”) between the County of Monterey on behalf of the Monterey County Health Department, Behavioral Health Bureau (“MCBHB”) and the City of Seaside for the provision of counseling services provided by MCBHB to at-risk youth for the prevention and intervention of their involvement in gangs where the City of Seaside’s level of financial support is $61,348 and MCBHB’s level of financial support is $145,474, for a total Agreement amount not to exceed $206,822, retroactive to July 1, 2016 through June 30, 2017; and

b.                     Approve and authorize the Director of Health or Assistant Director of Health to approve up to three (3) future one-year amendments that do not exceed ten percent (10%) ($20,682) of the original MOU amount and do not significantly alter the scope of services.

 

SUMMARY/DISCUSSION:

The Seaside Gang Reduction, Intervention and Prevention Program (“GRIP”) and the Youth Diversion Program (“YDP”) are a partnership with the City of Seaside and MCBHB to provide youth in the City of Seaside with prevention and intervention services and strategies to prevent and decrease youth involvement in gangs.  Program inception for GRIP was July 1, 2015 and YDP began originally in partnership with the Seaside Police Department on July 1, 2009.  The goal is to serve at least twenty-five (25) youth each fiscal year for GRIP and twenty-five (25) youth for the YDP.

 

MCBHB provides a full-time (1.0 FTE) Psychiatric Social Worker (“PSW”) where .50 FTE is dedicated to GRIP and .50 FTE is dedicated to YDP for the provision of outreach and counseling services to youth and their families participating in the both programs located at the Seaside Youth Resource Center.  In addition, MCBHB will provide a part-time (.20 FTE) Behavioral Health Services Manager and a part-time (.20 FTE) Behavioral Health Unit Supervisor for management, supervision and oversight of both programs and the PSW. The positions are partially funded by the California Gang Intervention Reduction Intervention grant (“CALGRIP”) awarded to the City of Seaside in 2015, the Mental Health Services Act Prevention and Intervention funding (“MHSA”) and Medi-Cal revenues.

 

MCBHB seeks the Board of Supervisors approval to authorize the Director of Health to execute the MOU with the City of Seaside retroactive to July 1, 2016. The MOU with the City of Seaside is being presented to the Board for approval later than anticipated due to lengthier than expected negotiations.

 

This MOU contains a 30-day “without cause” provision (Section 10), which provides that either the County or the City of Seaside may cancel the MOU.

 

This work supports the Monterey County Health Department 2011-2015 strategic plan initiative:  2) Enhance community health and safety by emphasizing prevention.  It also supports two of the ten essential public health services, specifically:  4) Mobilize community partnerships and action to identify and solve health problems, and 7) Link people to needed personal health services and assure the provision of health care when otherwise unavailable.

 

OTHER AGENCY INVOLVEMENT:

County Counsel, Auditor-Controller, and Risk Management have respectively reviewed and approved this MOU as to legal form, fiscal provisions, and insurance requirements.  MOU is on file with the Clerk of the Board.

 

FINANCING:

This MOU is funded by Medi-Cal and MHSA (64%), CALGRIP (30%) and Realignment (6%) funding.  The funds ($206,822) for FY 2016-17 have been included in the Health Department’s Behavioral Health Bureau (HEA012, Unit 8410) FY 2016-17 Adopted Budget.
