RECOMMENDATION:
Staff recommends that the Fort Ord Committee receive a status update on PG&E's schedule to perform hydrostatic pressure testing on existing gas transmission mains located on County-owned property at the former Fort Ord.

SUMMARY:
In 1997 the US Army granted PG&E an easement for its large regional gas and electric transmission lines across the breadth of Ft Ord. Some of the properties where these lines are located are now owned by the County. As part of an on-going state-wide safety program, PG&E will perform hydrostatic testing on its existing 10" and 4" gas transmission mains during 2017. The Board of Supervisors approved a Temporary Permit to Enter and Use Property to document the terms and conditions of PG&E's use of County-owned property during this testing.

DISCUSSION:
PG&E has major regional gas and electric transmission facilities within the former Fort Ord area that require routine maintenance, some of which are located on property now owned by the County. As part of an on-going system-wide safety program, PG&E has retained a contractor to perform hydrostatic testing of its existing gas transmission line on the public utility easement crossing County-owned property at the following locations:
* Barloy Canyon Road & Border Road, APN 031-161-032
* Sloat Street & Watkins Gate Road, APN 031-161-032
* 8th Avenue & Engineering Equipment Road, APN 031-101-056

On August 30, 2016 the Board of Supervisors approved a Temporary Permit to Enter and Use Property to document the County's terms and conditions for PG&E's contractor to enter their easement on these properties for the purpose of vegetation management, excavation activities, storing construction materials, equipment and parking vehicles in conjunction with performance of the T-1051 Hydrostatic Pressure ...
