RECOMMENDATION:
It is recommended that the Monterey County Water Resources Agency Board of Supervisors:

Approve a Professional Services Agreement with Towill, Inc., in the amount not to exceed $120,113 to provide survey mapping services for the Interlake Tunnel and San Antonio Reservoir Spillway Modification Projects, for the period beginning upon execution of the Agreement through June 30, 2017; and, authorize the General Manager to execute the Agreement.

SUMMARY/DISCUSSION:

The Monterey County Water Resources Agency (Agency) is currently in the process of getting environmental clearance and preparing for the engineer work needed for the construction of the Interlake Tunnel and the Spillway Modification Projects (Projects). The Projects are a tunnel conveying water from the Nacimiento Reservoir to the San Antonio Reservoir and the modification of the spillway at San Antonio Reservoir to create an increase of storage in the San Antonio Reservoir by raising the normal maximum water level by ten feet.

Topographic maps are needed to support the current environmental clearance and future engineering work for the Projects. To obtain this topographic information, a Request for Proposals was issued by the Agency with proposals due on July 14, 2016. Agency staff received and reviewed eight proposals submitted. Towill, Inc. was selected based on their proposed detailed approach to deliver topographic data with experienced and skilled staff, a record of successful completion of similar projects, and a cost proposal under the budget allocated for this task.
