(SSAI) Senior Community Service Employment Program (SCSEP), for the period of October 01, 2016 July 1, 2015 through December 31, 2016, and for continuing with the creation of a mutually beneficial partnership to better serve Monterey County residents and Child Support Services (CSS) customers and

b. Accept non-standard county liability and indemnification provisions as recommended by the Director of Child Support Services.

 

Report

RECOMMENDATION:

a.                     Ratify, approve and authorize the Director of Child Support Services to extend a host agency agreement with Senior Service America, Inc. (SSAI) Senior Community Service Employment Program (SCSEP), for the period of October 01, 2016 July 1, 2015 through December 31, 2016, and for continuing with the creation of a mutually beneficial partnership to better serve Monterey County residents and Child Support Services (CSS) customers.

b.                     Accept non-standard county liability and indemnification provisions as recommended by the Director of Child Support Services.

 

SUMMARY/DISCUSSION:

The SCSEP program is an on-the-job training and employment program designed to help those aged 55 and older update their jobs skills, build work experience and confidence, and continue to have economic security and well-being.  As a participant, one can use their skills and talents to improve our community by training in a wide variety of locations, including government agencies.  The program provides work training in a realistic environment and provides the opportunity for participants to gain knowledge and feedback that will help them be successful in the long term.   The program is a beneficial situation for CSS because it provides the department, at no cost, with additional staff to complete general office work and strength partnerships with non-profits.  These participants provide enhanced services and do not take the place of a full-time, permanent Monterey County employee.

The collaboration with SCSEP supports an important core strategy, specifically to leverage resources to be most cost effective.   It also supports Monterey County Health and Human Services Strategic Initiative of improving health and quality of life through County supported policies, programs, and services; promoting access to equitable opportunities for healthy choices and healthy environments in collaboration with communities.

 

OTHER AGENCY INVOLVEMENT:

State of California Department of Child Support Services has reviewed the host agency agreement extension for proper management oversight and quality assurance for monitoring compliance with privacy and security safeguards to protect child support information, including

 

 

Federal Tax Information (FTI).  County Counsel, Auditor-Controller and Risk Management have reviewed and approved the host agency agreement extension as to legal form, fiscal provisions and insurance requirements, respectively.

 

FINANCING:

Goodwill Central Coast receives funding for SCSEP from Senior Service America, Inc., one of the National SCSEP Grantees.  SCSEP is a national employment and training program funded by the U.S. Department of Labor, operated under Title V of the Older Americans Act and approval of this action has no impact on the County General Fund contribution.
