RECOMMENDATION:

It is recommended that the Board of Supervisors:

Approve and authorize the Director of Health or Assistant Director of Health to execute a no-extension Amendment No. 3 to Mental Health Services Agreement A-12683 with Davis Guest Home, Inc. in Modesto, California for the provision of mental health services to Monterey County adult residents with severe psychiatric disabilities adding $29,565 for Fiscal Year (FY) 2016-17 giving a new FY total of $1,055,841, for a revised total Agreement amount not to exceed $2,980,165, for the same term of FY 2014-15 through FY 2016-17.

 

SUMMARY/DISCUSSION:

Davis Guest Home, Inc. operates several licensed Adult Residential Care Facilities.  These facilities provide community-based activities that create a normalizing experience for adults with severe psychiatric disabilities, and benefit persons determined to be in need of the most assistance, particularly those recently discharged from locked psychiatric facilities.  The structured activities provided by Davis Guest Home, Inc. successfully assist the residents in their efforts to reintegrate into the community.

 

This Amendment No. 3 to Agreement A-12683 with Davis Guest Home, Inc. affects the last year of the three (3) fiscal year term from July 1, 2014 through June 30, 2017, increasing the Board & Care Supplemental Daily Patch Rate by 3.2% for FY 2016-17, thereby increasing the total amount of the Agreement by 1%.  Two previous Amendments to Agreement A-12683 exceeded the original Agreement amount by more than 10%, requiring Board Approval in this case.

 

This Agreement contains the County’s standard 30-day “no cause” provision (Section IV, B) and an additional defunding provision (Section IV, D), which provides the County the ability to amend or terminate the Agreement in the event of a reduction and/or termination of funding.

 

This work supports the following Monterey County Health Department 2011-2015 strategic plan initiative: 3) Ensure access to culturally and linguistically appropriate, customer-friendly, quality health services.  It also supports one of the ten essential public health services, specifically: 7) Link people to needed personal health services and assure the provisions of health care when otherwise unavailable.

 

OTHER AGENCY INVOLVEMENT:

County Counsel and Auditor-Controller have reviewed and approved this Amendment #3 as to legal form and fiscal provisions, respectively.

 

FINANCING:

This Agreement is funded by 1991 Realignment revenues, (100%).  The funds for this Agreement ($1,055,841) are included in the Health Department’s Behavioral Health (HEA012, Unit 8410) Fiscal Year (FY) 2016-17 Adopted Budget.
