a. Authorize the Deputy Purchasing Agent for Natividad Medical Center (NMC) or his designee to execute an Agreement with the United States Drug Testing Laboratories, Inc. (USDTL) for umbilical cord toxicology testing services for an amount not to exceed $180,000 for the term October 15, 2016 through October 14, 2019; and
b. Authorize the Deputy Purchasing Agent for NMC or his designee to execute up to three (3) future amendments to the agreement which do not significantly alter the scope of work and do not cause an increase of more than ten percent (10%) ($18,000) of the original cost of the agreement.

RECOMMENDATION:
It is recommended that the Board of Supervisors:
a. Authorize the Deputy Purchasing Agent for Natividad Medical Center (NMC) or his designee to execute an Agreement with the United States Drug Testing Laboratories, Inc. (USDTL) for umbilical cord toxicology testing services for an amount not to exceed $180,000 for the term October 15, 2016 through October 14, 2019; and
b. Authorize the Deputy Purchasing Agent for NMC or his designee to execute up to three (3) future amendments to the agreement which do not significantly alter the scope of work and do not cause an increase of more than ten percent (10%) ($18,000) of the original cost of the agreement.
SUMMARY/DISCUSSION:
Natividad Medical Center would like to enter into a contract with USDTL to provide testing of umbilical cord tissue for drugs of abuse. USDTL is a forensic laboratory that performs drugs of abuse testing on umbilical cord tissue. Umbilical cord tissue testing provides the clinician with valuable information about drug exposure to an infant which leads to better care for the infant after birth. The degree of fetal drug exposure varies by a number of factors. Umbilical cord tissue testing provides a more sensitive test for fetus exposure than the traditional testing on meconium or urine. NMC laboratory does not have the specialized equipment needed to perform this type of testing. Utilizing the testing methods of the USDTL will enable NMC to provide a higher quality level of healthcare to its patients.
OTHER AGENCY INVOLVEMENT:
County Counsel has reviewed and approved this Agreement as to legal form but not to risk provisions, and the Auditor-Controller has reviewed and approved as to payment provisions. The Agreement has also been reviewed and approved by NMC’s Finance Committee on January 28, 2016 and by its Board of Trustees on February 5, 2016.
FINANCING:
The cost for this Agreement is $180,000, $60,000 of which has been included in the Fiscal Year 2016-17 Adopted Budget. Amounts for remaining years of the Agreement will be included in those budgets as appropriate. There is no impact to the General Fund.
