RECOMMENDATION:
It is recommended that the Board of Supervisors Health and Human Services Committee:
Receive an oral report with an update regarding the planning efforts underway for the adoption of a Monterey County Social Host Ordinance.

SUMMARY/DISCUSSION:
Staff will provide an oral presentation with an update regarding the planning efforts underway for the adoption of a Monterey County Social Host Ordinance (ordinance). The ordinance holds either the host of the party or the owner of the property responsible for any disruptive behavior and/or underage drinking, regardless of who provided the alcohol.

Key points to be covered:
* Behavioral Health Bureau continues to collaborate and meet on a regular basis with its Social Host Ordinance Workgroup consisting of: Alcohol and Drug Program Prevention Providers, Health Department representatives, the Sheriff's Department, the District Attorney's Office, Aides to Supervisors Parker and Salinas, and County Counsel to develop the ordinance.
* Behavioral Health Staff and Prevention Providers Sunrise House and Sun Street Center, continue to provide outreach and education to various agencies and organizations throughout the County of Monterey. Approximately seventeen (17) presentations have been conducted throughout the County of Monterey.
* Meetings with Supervisors and/or Supervisor staff have taken place.
* A meeting was held with the Sheriff's Department's Administrative staff and the District Attorney in order to discuss the logistics of carrying out the ordinance.
* Similar ordinances have been adopted by cities in Monterey County including: King City, Salinas and Pacific Grove. The Cities of Marina, Seaside and Carmel are currently in the beginning stages of developing their own respective ordinances.
