RECOMMENDATION:

It is recommended that the Health and Human Services Committee of the Board of Supervisors:

Receive an oral presentation on the updated 2016-2021 Monterey County Health Department Strategic Plan.

 

SUMMARY/DISCUSSION:

The Monterey County Board of Supervisors approved the Monterey County Health Department (MCHD) 2011-2015 Strategic Plan in December of 2011. MCHD implemented an action plan and has reported regularly to the Health and Human Services Committee  (HHS) on outcomes focused on promoting and practicing Health in All Policies with traditional and non-traditional partners, linking and developing work within and across Bureaus in support of the initiatives, and integrating work for national public health accreditation into the implementation process.

 

Since early 2015, staff has been working to update the Strategic Plan. This has included reviewing indicator data in the Community Health Assessment, community survey and dialogue data collected by Impact Monterey County, and several staff surveys on department strengths and areas for improvement. Analyses indicated that in addition to our original three initiatives, MCHD needs an initiative that focuses on developing its workforce and workplace climate in order to support department work towards the three original initiatives. The original three initiatives have been refined and one new initiative and associated objectives added for our 2016-2021 MCHD Strategic Plan. The revised and new initiative and plans for developing a new action plan will be reviewed.

 

This work supports the following Monterey County Health Department 2011-2015 Strategic Plan initiatives: 1) Empower the community to improve health through programs, policies, and activities; 2) Enhance community health and safety by emphasizing prevention; and 3) Ensure access to culturally and linguistically appropriate, customer-friendly, quality health services.

 

This work also supports all of the ten essential public health services: Monitor health status to identify and solve community health problems; diagnose and investigate health problems and health hazards in the community; inform, educate, and empower people about health issues; mobilize community partnerships and action to identify and solve health problems; develop policies and plans that support individual and community health efforts; enforce laws and regulations that protect health and ensure safety; link people to needed personal health services and assure the provision of health care when otherwise unavailable; assure competent public and personal health care workforce; evaluate effectiveness, accessibility, and quality of personal and population-based health services; and research for new insights and innovative solutions to health problems.

 

OTHER AGENCY INVOLVEMENT:

MCHD engaged numerous County departments and community-based organizations for participation in strategic plan implementation activities. County Departments include Resource Management Agency, Natividad Medical Center, Intergovernmental and Legislative Affairs, Planning, Equal Opportunity Office, and Learning and Development Network.

 

FINANCING:

There is no impact to the General Fund resulting from receipt of this oral presentation. Funding for the work completed for updating and producing the 2016-2021 Monterey County Health Department Strategic Plan is included in the Health Department’s FY 2016-17 Adopted Budget.
