Title: a. RECOMMENDATION:

 

It is recommended the Board of Supervisors:

 

a. Authorize the Deputy Purchasing Agent for Natividad Medical Center (NMC) or his designee to execute an agreement with Val’s Plumbing, Inc., on substantially similar terms and conditions as established in the County of Monterey Request for Proposal (RFP) #10427, for plumbing services that shall not exceed $10,000 per project, for the term October 31, 2016 through November 1, 2017 with an option to extend the Agreement for one (1) additional one (1) year period, and for a total agreement amount not to exceed $75,000.

b. Authorize the Deputy Purchasing Agent for NMC or his designee to execute up to three (3) future amendments to the agreement which do not significantly alter the scope of work and do not cause an increase of more than ten percent ($7,500) of the total agreement amount.

 

SUMMARY/DISCUSSION:

 

The County entered into a county-wide services agreement under Request for Proposals (RFP) #10427 of the County Contracts/Purchasing Division of the County Administrative Office with Val’s Plumbing and Heating, Inc. for general plumbing services. The RFP required a $10,000 limit per project, and an agreement term of 1/23/14 to 11/1/16 plus two (2) additional one (1) year options to extend,. All projects in excess of $10,000 are subject to the public bid process. When the county issued RFP #10427, Val’s Plumbing was the only proposer and, therefore, was awarded the only county-wide agreement for plumbing services. NMC utilized this county-wide services agreement.

 

With regards to plumbing services specifically, NMC has decided that based on its plumbing service needs over the past two years it would be wise to establish its own services agreement with Val’s Plumbing so that it doesn’t take the majority of the Board approved annual spending limit on the county-wide services agreement.  During Fiscal year 2014-15 NMC spent over $65,000 on plumbing services and in FY2015-16 NMC spent approximately $60,000. With the RMA and Sheriff being heavy users of the Val’s Plumbing county-wide services agreement there isn’t likely to be enough money within the County-wide annual spending limit to meet the needs for all departments plus NMC. Therefore NMC is requesting the authority to establish its own agreement with Val’s Plumbing with the same terms and conditions of the county-wide services agreement and as per RFP #14027, except that NMC’s agreement will have a start and end date and a spending limit consistent with NMC’s spending on plumbing services during the past two years.

 

OTHER AGENCY INVOLVEMENT:

 

The CAO’s Contracts/Purchasing division supports this request that NMC establish its own agreement with Val’s Plumbing. County Counsel has reviewed and approved this agreement as to legal form and risk provisions, and the Auditor-Controller has reviewed and approved as to payment provisions. The agreement has also been reviewed and approved by NMC’s Finance Committee on 9/22/16 and by its Board of Trustees on 10/14/16.

 

FINANCING:

 

The cost for this agreement is $75,000, all of which has been included in the Fiscal Year 2016-17 Adopted Budget. There is no impact to the General Fund.
